Hamilton County Schools Cut Bus Emissions with Soy-Based Fuel
Hamilton Southeastern School students arrive on buses powered by cleaner-burning soy biodiesel. Since biodiesel is engineered to replace diesel fuel, it can be added to any diesel engine fuel tank directly. As Indiana Soybean Board Executive Director Steve Ludwig explained, the school system does not need to pay for costly engine modifications that are often required for other cleaner-burning alternative fuels such as natural gas. While bus engines could operate with a biodiesel that is 100-percent soy oil, budget limitations and colder temperatures mean Hamilton Southeastern buses must operate with a fuel mixed with a traditional diesel fuel and the soybean-based oil. Philip Powlick, program manager with the Indiana Department of Commerce, Energy Policy Division, expects half of the additional cost to be paid by an alternative fuel transportation grant. Although, the Hamilton Southeastern has not completed its scientific mileage comparison between buses that are powered by biodiesel and traditional diesel fuels, Blackwell said she has noticed a little bit better pickup.

ndiana, a conservative state where change is often a matter of sharp debate, continues to progress at a slow but deliberate pace on school reform. Last fall, for the first time, the state gave 10th graders the Indiana High School Graduation Qualifying Exam, which all students must pass to graduate beginning with the class of 2000. The results will not be in until sometime this month, but educators predict that about one-third of students will not meet the standards, which were set by a national panel of experts and by Indiana teachers. In December, high school math and English teachers from across the state took the test themselves, individually rated the difficulty of each question, and reached a consensus about what students should know in order to receive a high school diploma. Then, representatives from the U.S. Department of Education and the test publisher, CTB/McGraw Hill helped set the passing level. The test is an answer to the cries for accountability from many in Indiana, but the state is trying to balance the high-stakes measure with some additional support for schools. Suellen Reed, the state schools superintendent, was planning a statewide education conference for last month focused on technology and professional development. State education officials also planned to convene a panel of stakeholdersincluding the commissioner of higher education, business leaders, and K-12 education leadersfor a discussion on education reform.

By: Lenaya Raack Teacher Licensure The teacher training and licensing commission in Indiana was eliminated some time ago. A professional licensing board has taken the place of the commission. The new certification process now includes videos, portfolios, and a mentoring program. Lifetime licenses are no longer available. Absent national board certification (in which case a teacher receives a tenure license), certified teachers will receive five-year, renewable licenses. The service centers will participate by helping prepare Indiana teachers for the portfolios. The centers will be phased in over three years - three service centers participated last year; six will participate next year; and all nine in the final year. Educational Leadership Crisis Due to an expected influx of retirements in the year 2003, Iowa is facing a statewide leadership shortage. The AEAs are looking into leadership development programs that will target bright, eager, young teachers. It is hoped that the adopted programs will provide more exposure to the types of leadership experiences typically missing from university training - continuous improvement, contemporary planning and systems thinking. Michigan has been experiencing similar problems. Although there are an unusually high number of superintendent vacancies, high school principal positions have been the hardest to fill. The ESAs have been holding ongoing meetings with the Counsel of University and College Presidents, sharing their concerns over the proliferation of "dummied-down" programs. The ESAs have attempted to draw attention to University sponsored programs that are more in touch with current needs, such as Michigan State’s five-year education program, which offers a one-year administrative internship in a local district.

ALTERNATIVE ROUTES TO CERTIFICATION
The Alternative Routes to Certification (ARC) Program prepares individuals with degrees, Bachelor’s or more, outside of education, for Indiana teacher certification. ARC is an intensive program combining graduate courses and two semesters of internship, in the field of certification you have selected. The purpose of the program is to provide career changers with the knowledge and experience necessary to successfully enter the teaching profession as effective educators, and to provide schools and learners with competent, innovative, professional teachers. ARC is offered annually, when a sufficient cohort of qualified candidates are admitted. ARC programs are subject to change based on State, University or Division requirements. History:
Purdue University Cooperative Extension Service (CES), 4-H Youth Department became involved with juvenile justice programming in 1991 through the Community Systemwide Response Initiative (CSR). Original funding came from a federal collaboration made up of OJJDP, Dept. of Justice, NITSA, USDA, and the National 4-H Council. When those dollars dried up, the Indiana 4-H Department continued the effort and really began to flourish without federal constraints making it a true grass roots initiative.
Today funding for the state leadership and initiative comes from a "hodge-podge" of sources (truly makes it grass roots), but primarily the Indiana Criminal Justice Institute and Cooperative Extension Service.
What is CSR?
CSR is a grass roots initiative which partners local CES educators from any program area, their local juvenile court judge, and other key community leaders to address youth and family needs and issues facing their community. "Other" community leaders include representatives from probation, prosecution, schools, law enforcement, social service agencies, government agencies, parents, citizens, and most importantly youth.

We in Indiana are blessed to have laws that allow us to home educate our children. The law requires that our children be in school from 7-17 years of age and that they attend school for 180 days each year. It is highly recommended that you join the Home School Legal Defense Association. Legal problems in Indiana are infrequent, but membership in HSLDA insures proper legal counsel if necessary.
Compulsory Attendance Ages: "Earlier of the date on which the child officially enrolls in a school or reaches the age of 7 until the date on which he reaches the age of 18." West's Annotated Indiana Code Sec. 20-8.1-3-17.
Required Days of Instruction: "for the number of days public schools are in session in the school corporation in which the child is enrolled in Indiana," or "if the child is enrolled outside Indiana, for the number of days the public schools are in session where the child is enrolled." Generally, 180 days.
Required Subjects: "Instruction equivalent to that given in the public schools," Ind. Code Ann. Sec. 20-8.1-3-34. "A school that is nonpublic, non-accredited, and not otherwise approved by the Indiana State Board of Education is not bound by any requirements set forth in IC 20 or IC 21 with regard to curriculum or the content of educational programs offered by the school." (Sec. 20-8.1-3-17.3)
