    Ayodhya threatens India's government
Hindu hardliners say they are determined that a temple will be built on the disputed site By Mark Tully NEW DELHI, India (CNN) The dust has settled after another round of the disputes over the site in Ayodhya contested by fundamentalist Hindus and Muslims who are no less adamant and no more willing to compromise. Once again it has given rise to Hindu Muslim violence which has tarnished India's image as a secular democracy. Once again lives have been lost, and once again there has been no outcome the stalemate continues and it seems likely that the wind will get up again and another dust storm will mire India. The tightrope walk Prime Minister Atal Behari Vajpayee has performed to get through this round of the Ayodhya conflict shows how tenuous his position is.

    GOVERNMENT
According to its constitution, India is a 'sovereign, socialist, secular, democratic republic.' Like the United States, India has a federal form of government. However, the central government in India has greater power in relation to its states, and its central government is patterned after the British parliamentary system.
The government exercises its broad administrative powers in the name of the president, whose duties are largely ceremonial. The president and vice president are elected indirectly for 5-year terms by a special electoral college. Their terms are staggered, and the vice president does not automatically become president following the death or removal from office of the president.
Real national executive power is centered in the Council of Ministers (cabinet), led by the prime minister. The president appoints the prime minister, who is designated by legislators of the political party or coalition commanding a parliamentary majority. The president then appoints subordinate ministers on the advice of the prime minister.
India's bicameral parliament consists of the Rajya Sabha (Council of States) and the Lok Sabha (House of the People). The Council of Ministers is responsible to the Lok Sabha.

Government Even though the Indus River Valley civilization's government is somewhat of a mystery, we do know that they had some what of a central government, because of the lay out of the city that was so much the same between all of the cities. We know very little about India's government. Perhaps the undeciphered seals that have been found in many places will be the key to this.
They did have Rajahs which were the rulers of the cities. Perhaps they could have combined their systems to have one central government. Also religion was a big part of how things operated. The Indus Valley people were not that big on schooling. Every Hindu village had an schoolmaster that would teach the boy children from when they were about five years old to when they were eight years old. To them, discipline was the essence of schooling. Yet, a Guru (which was a type of teacher) would live with his student until the student was twenty. Until then the student was required to do chores and services for the Guru. All the subjects were of a religious nature. Schooling has to do with government, because in school they learned a lot about religion, and religion was a big part of government.

Web posted at: 12:50 a.m. EST (0550 GMT) NEW DELHI, India (CNN) Stunning charges linking 10 political leaders to a $18 million bribery scandal have triggered a spate of resignations in India. Three cabinet ministers and an opposition leader have quit their posts, and more politicians are expected to be indicted in the scandal. Agriculture minister Balram Jakhar, human resource development minister Madhavrao Scindia, and parliamentary affairs minister Vidya Charan Shukla resigned from the federal cabinet Wednesday. The three ministers pleaded innocent to the charges made by the Central Bureau of Investigation (CBI). Those charged are accused of accepting bribes for favors from the ringleader of a money laundering racket that has been under investigation since 1990. The CBI said the politicians, who belong to a cross-section of parties, were charged with "abetment to corruption," which means accepting illegal gifts or bribes.
Some of Prime Minister P.V. Narasimha Rao's opponents accuse him of using charges of corruption to get rid of his political adversaries, both within and outside the ruling Congress party.

Thakur said Monday that the government may institute a two-child maximum population control policy. "Realising the urgent need to stabilise population we are actively considering making the two-child norm as a policy," Thakur said inaugurating a national seminar on "Reproductive and Child Health Key to Population Stabilisation."
India is currently plagued with a wide practice of sex-selective abortions, especially among the poor, since girl babies are actively avoided especially because of the burden of wedding dowries.
