CPS CEO Duncan Proposes New Teacher Certification Policy CHICAGO - Chicago Public Schools CEO Arne Duncan will propose a new policy to the Chicago Board of Education that will help ensure fully certified, quality teachers are in every CPS classroom, teaching in their respective areas of specialization. The new proposal places a two-year limit on the amount of time a teacher can teach before being required to pass the Illinois basic skills and content (subject matter area) tests. There would be a three-year limit for bilingual and special education teachers to achieve full certification, due to additional course requirements and federal guidelines. Teachers who fail to pass these tests within the specified timeframe would no longer be eligible to teach in Chicago public schools. "The Board of Education is very supportive of measures that will ensure that our students have the best and the brightest teachers in the classroom," said Michael Scott, president of the Chicago Board of Education. "We look forward to receiving this proposal and I anticipate the Board's full support of the CEO's recommendations."

House Bill 4466, allowing the option of specialized special education teacher certification, passed the Illinois House Elementary and Secondary Education Committee on Thursday on a unanimous vote It was supported by many groups (both the IEA and IFT, the School Management Alliance, many special ed groups, etc.) and actively opposed by the Illinois State Board of Education and the Chicago Board of Education.
Strong comments in support were made by both Democrats and Republicans. Please IMMEDIATELY contact your own State Representative either in Springfield or in their local office. Urge them to vote for House Bill 4466 when it is voted on by the full Illinois House of Representatives. Special Education Teacher Certification
House Bill 4466
The State Board of Education has issued new teaching certificates to all 48,000 Illinois teachers now holding special education endorsements or approvals. These teachers can be assigned [either immediately or automatically within 3 years depending on whether on not they have training and previous certification in teaching students with two (2) specific types of disability] to students with any of seven (7) tremendously varying types of disability no matter how severe or complex the disability.

    The ROE serves as a liaison between Illinois State Board of Education certification evaluators, applicants, and personnel departments of the school districts in DeKalb County. Illinois State Law requires all educators to hold certificates and meet all qualifications in administrative and instructional areas. Educators register and renew their certificates in our office annually, or may renew them for a three-year period. In addition to processing registrations and applications for certification, we also:
    • process special education and teacher aide approvals
    • check state reports (Teacher Service Record and Special Education Personnel)
    • maintain substitute and teacher vacancy lists
    • evaluate educators' transcripts to determine additional coursework required to teach other subjects.

April 8, 2003 Everyone Has a Role in Ensuring that Bullying Doesn't Happen Everyone has a responsibility to help combat bullying, but not everyone knows what strategies they can employ. A few practical tips for administrators include: Action Steps for School Administrators
  • Establish a confidential reporting system that allows children to report victimization and that records that details of bullying incidents. Develop strategies to reward students for positive, inclusive behavior. Conduct school-wide assemblies and teacher inservice training to raise awareness of the problem of bullying and to communicate a zero tolerance for such behavior. Receive and listen receptively to parents who report bullying. Establish procedures whereby such reports are investigated and resolved expeditiously at the school level in order to avoid perpetuating bullying.

The Regional Superintendent, Dr. Clem Mejia The office of the Regional Superintendent is a four year elected position. The duties of the office are outlined in the Illinois School Code. Participant Cost Drastically
$8,000 Reduction Focuses on Helping Mid-Career Professionals to Become Teachers Chicago..... (November 29, 2000)?. In a major initiative, the Golden Apple Foundation and Chicago Public Schools announce a reduction in the cost of the alternative teacher certification program, Golden Apple Teacher Education (GATE), from $12,000 to $4,000 for 2001-2002 participants. The goal of this cost reduction is to make the program more affordable for GATE interns, and to make the program a more viable option for people who have an interest in changing careers. The cost reduction is made possible through additional Chicago Public Schools funding. After participating in an intensive summer training and classroom experience program which begins in June, 2001, participants will enter a classroom of their own at standard first year teacher salary. Throughout the program, participants work with Golden Apple Award-winning mentors and other extraordinary teachers. The GATE program is a one year alternative route to standard Illinois teacher certification. GATE is a partnership among the Golden Apple Foundation, Northwestern University and the Chicago Public Schools. Deadline for applying for the program is February 1, 2001.
