Illinois teachers are now required to meet specific professional development requirements in order to be eligible for renewal of the new Standard and Master certificates. The State Board of Education and the State Teacher Certification Board have reached agreement on rules for the new process, and ISBE has put them into effect on an emergency basis. However, because no one could be certain when that agreement would be reached, we have adopted interim procedures for the period between July 1, 2000 and January 1, 2001.

The Illinois Special Education Teacher Tuition Waiver Program encourages current teachers and academically talented students to pursue careers in any area of special education as a public, private or parochial elementary or secondary school teacher in Illinois. Recipients are exempt from paying tuition and fees at an eligible institution for up to four calendar years. Eligibility
An individual must:
  • be a United States citizen or an eligible noncitizen;
  • be a resident of Illinois;
  • agree to take courses in a program leading to an initial teacher certification in special education;
  • be an Illinois high school graduate (or student scheduled to graduate from high school by the end of the school term in which the award is made) and rank in the upper half of the graduating class; or be a person holding a valid teaching certificate that is not in the discipline of special education;

    A Summary of Standards and Procedures For Renewal of Standard and Master Teaching Certificates

    Introduction Illinois law requires that holders of the Standard Teaching Certificate renew their certificate every five years, contingent upon proof of continuing education and professional development. The following paragraphs describes the legislation adopted by the Illinois Senate (SB 556, as amended) on March 25, 1999. Changes or additions from the previous summary are identified in italics. The bill will now go to the House for its consideration. Therefore, all of the provisions set forth in this summary are subject to change. We recognize that this summary will not answer all questions. Once legislation is adopted, the State Board of Education and the State Teacher Certification Board will begin the challenging process of implementation. Effective Dates SB 556 changes the effective date for the certification system changes to January 1, 1999. Since certificates are registered and renewed with a July 1 date, the effective date for the certificate renewal requirement is July 1, 2000.

    Golden Apple Expands Alternative Teacher Certification Program Chicago, IL (June 2001)...The Golden Apple Foundation is expanding its Golden Apple Teacher Education (GATE) alternative teacher certification program to the University of Illinois at Chicago this summer, and continuing its partnership with Northwestern University and Chicago Public Schools (CPS) for a fourth year.
    "The need for math and science teachers is especially strong," said Jim Pudlewski, Director of GATE for the Golden Apple Foundation. "We’ve found during the past three years that the program is successful in preparing professionals for a mid-career change into teaching."
    The program has selected 48 adults for the program, to start working with master teacher during the eight-week summer school semester beginning June 19, 2001 and enter classrooms in fall, 2001. The first year of the program produced 12 GATE interns for Chicago schools, and the second year produced 26.
    The GATE program is highly selective and intensive, seeking adults who have received degrees from established colleges and universities. The end result for those successful in the GATE program will be a recommendation by Northwestern University or UIC to the Illinois State Board of Education for teacher certification.

    Illinois Teacher Survey Results
    The information in this section is based on responses from 95 Illinois teachers who began their teaching careers during the 1994-95 school year and who were still teaching in 1999-2000. This sample was chosen to be representative of the entire 1994-95 population of newly hired Illinois teachers (7,129 teachers). All 95 teachers were asked to indicate the availability of, and their satisfaction with, 21 characteristics associated with teaching. The teachers then were asked to rate the importance of each characteristic for their decision to continue teaching. Table 1 shows the eight characteristics that the novice teachers in Illinois judged to be most important to their decision to continue their teaching career, the percentage of teachers indicating the perceived importance of each job characteristic, and the percentage indicating satisfaction with each job characteristic. It shows some of the disincentives for beginning teachers to continue teaching in Illinois. Table 1.     Having won their lawsuit against the Illinois State Board of Education (ISBE), advocates for the disabled are now pressing the state for extra money to help Chicago carry out its plan of inclusion and for a new way of certifying special education teachers. The ISBE presented a remediation plan in April, but the plan was rejected by the plaintiffs in the class action lawsuit and by attorneys for the Chicago Public Schools (CPS). At press time, a revised plan was due May 28. ISBE officials declined to comment on the proceedings. "Our main concern is that ISBE keeps saying it wants to augment our settlement, but throughout its proposal it doesn’t," says CPS attorney Kathleen Gibbons. "In much of our response, we are saying that if this is what the ISBE is proposing, we can’t meet the settlement agreement." Gibbons says CPS is particularly concerned that the ISBE has not offered "resources and technical assistance." The plaintiffs want supplemental funding to assist schools in developing inclusion classrooms, and they want the state to pay for informational meetings with parents, an information package for teachers, administrators and parents, and a web site that would provide in-depth information on the least restrictive environment mandate and its implementation.

    ALTERNATIVE ROUTE TO TEACHER CERTIFICATION ADMISSION POLICIES The Southern Illinois University Carbondale Alternative Route to Teacher Certification is an intensive, standards-based program designed to meet the needs of prospective teachers who satisfy admission requirements.  Candidates must have:
    • A Bachelor of Arts or Bachelor of Science Degree Five years of work experience in the area of desired certification An undergraduate cumulative grade point average of 2.75 (4.0) Passed the Illinois Test of Basic Skills Exam (This test is required by Illinois legislation and cannot be waived for admission).
    Candidates must also complete an application and include a resume, three letters of recommendation, and a copy of their transcript(s). Once accepted into the program, the student meets with Coordinator of Alternative Certification Program from his/her major to develop an individualized program reflecting the candidate’s previous academic and work experience. The program of study requires coursework and field experiences taken during a fall and spring semester.  The successful candidate will then spend the next academic year completing an internship as a provisionally certified teacher in a public school classroom.  Prior to the internship the candidate must:
