Partnerships for Improving Teacher Education
One theme that has emerged during the second year of the Teaching Teleapprenticeship project has been the need for partnerships for improving teacher education. We have been working closely with scientists and mathematicians, especially the faculty on our campus, many of whom are world class leaders in their fields. We are also working cooperatively with the Extramural Education branch of our University, the central university administration and our College of Education to improve network access for undergraduate students and for teachers taking continuing education classes. Our long-term goal is to help provide ongoing support for all K-12 schools in the state. We have been also working with national organizations such as the National Center for Supercomputing Applications, with whom we are running joint workshops for teachers and other network infrastructure building efforts. For example, we are working jointly with NCSA to develop a WWW resources specifically oriented toward K-12 education in Illinois. We also are working with NCSA to develop CCNet, a prototype high speed network that explores a variety of advanced technologies (including cable and spread spectrum radio) for connecting urban, suburban, and rural areas. We are working with the Illinois State Board of Education, NetIllinois (a non-profit organization that has as its goal the construction of a state-wide network in Illinois) and the Illinois Computing Educators to develop and implement plans for a K-12 state-wide IP network. Waugh is a member of the state-wide Coalition for Technology Committee, and also represented Illinois at the recent Secretary's Conference on Technology and Education in the Spring in Washington DC.

Initial, Standard and Master Teaching Certificate Requirements
General: All persons who seek an Initial or Standard certificate must have completed an approved program in Illinois or an approved program in another state for a comparable certificate or they must have a valid early childhood, elementary, secondary or special certificate issued by another state. The Special (K-12) Certificate The Special (K-12) certificate is issued for various areas of concentration; the holder may teach only the subject listed on the face of the certificate in all grades. A person who completes a Special (K-12) program may choose to obtain either the single K-12 certificate or they may opt to obtain an Initial Elementary Certificate and an Initial Secondary Certificate, each endorsed in the K-12 area of the program completed.

The Mind Project curriculum was originally designed for undergraduates. We accepted an invitation to introduce it to 4-6th graders at Blooming Grove Academy, in Bloomington, Illinois. We were certain that the material would be too difficult and that they wouldn't understand what we were talking about. Boy were we wrong. We are now exploring ways to expand our curriculum in K-12. The Region’s K-12 Schools Informed and educated workers provide the foundation for a thriving local economy in the 21st century. To guarantee that all school age children have the opportunity to become informed and educated, the framers of the Missouri and Illinois state constitutions granted their respective state legislatures with powers to establish and maintain free public schools, funded by a mixture of federal, state and local taxes for the “general diffusion of knowledge and intelligence.” In the St. Louis bi-state region, home to approximately 486,000 school age children, public elementary and secondary schools are organized into over 100 public school districts each governed by a locally elected school board. School boards are responsible for district policy and also appoint their district’s chief administrative officer, known as the school superintendent. In Illinois, the public education system has an additional layer of government oversight, known as the regional offices of education . The regional offices are roughly divided according to county lines. The chief administrative officer of each region, known as the “regional
