    Established in 1970, the Center for African Studies at the University of Illinois is one of the leading African studies programs in the United States. As a Title VI National Resource Center, the Center is committed to providing comprehensive and excellent educational opportunities. Its activities and programs, briefly described in this booklet, are a testimony to the strength and vibrancy of African studies on this campus.

    The Center has an outstanding Africana library collection, a wide range of course offerings, including regular instruction in six African languages, and an interdisciplinary Master of Arts degree program. The size and quality of its faculty is impressive, as is its outreach program within Urbana-Champaign, the state of Illinois, the Midwest region, and nationally. Over the years, mutually beneficial linkages have been established with numerous African universities and independent research institutions. The Center is also known for its dynamic extracurricular programming, including seminars and conferences, as well as innovative, multi-disciplinary research projects. The Center is appreciative of its many sources of support, including the federal government, the foundations, and of course the University of Illinois. Fortified by the intellectual and institutional assets that have been accumulated over the last three decades, we look forward to meeting the various challenges facing area studies in general and African studies in particular. In 2003, the Department of Scandinavian Studies hosts a truly unique summer program: The Baltic Studies Summer Institute (BALSSI). The Baltic Studies Summer Institute (BALSSI) is partially funded by Title VI Centers at the University of California, Los Angeles; the University of Illinois, Chicago; the University of Illinois, Urbana; Indiana University, Bloomington; the University of Iowa; the University of Michigan; the University of Texas, Austin; REECAS at the University of Washington, Seattle; and the University of Wisconsin, Madison. The National Institute of Summer Scandinavian Studies (NISSS) which will be held at the University of Minnesota, Twin Cities, in 2003 is partially funded by three National Resource Centers for Western European and Scandinavian Studies, including: CWES at the University of Washington, Seattle ; the University of Minnesota, Twin Cities; and the University of California, Berkeley. Students wishing to study the Scandinavian languages during the summer term are strongly recommended to enroll in the NISSS program at the University of Minnesota, Twin Cities.

Policy Studies and Initiatives Federal Policy
Federal policy topics include many issues related to the transition from traditional modes of communication to new digital services provided through a ubiquitous infrastructure that is "always on" and always available. In particular the Center focuses on issues related to the creation of new advanced infrastructure that supports digital communications. Recently, iCAIR made a presentation to staff members of the House commerce and judiciary committees. Regional Policies
Regional issues are formulated within the context of integrated economic development within communities of common interest. The iCAIR community has worked with regional advanced networking initiatives for many years, in part through its partnership with the Metropolitan Research and Education Network (MREN), a seven state regional advanced network. A two-year research study partnership between the Illinois State Geological Survey (ISGS), natural gas storage companies and the Department of Energy's Federal Energy Technology Center will develop 3-dimensional computer models for natural gas storage wells in the Mt. Simon Gas Storage Fields in the Illinois Basin. Underground, water-filled sand/sandstone aquifers in the Mt. Simon area in Northern Illinois are used extensively to store natural gas for peak seasonal usage in the Midwest. In Illinois alone, the Mt. Simon formations hold 60% of the total gas storage inventory, an important supply for peak winter deliveries for northern Illinois cities, particularly Chicago. Illinois is ranked fourth in the nation in natural gas storage with between 1.2 and 1.6 trillion cubic feet (tcf) of gas in storage. It has 600 billion cubic feet (bcf) of working gas. That is the gas stored in reservoirs for use in the winter months. The remainder is cushion gas, which stays in the reservoir year round. The physical structure of the Mt. Simon reservoirs, however, is geologically complex, making it difficult to predict their performance as natural gas suppliers.

    U. S. Geological Survey in Illinois
    The Water Resources Division operates a District Headquarters Office in Urbana, a subdistrict office in De Kalb, and a field office in Mt. Vernon. These offices collect and analyze hydrologic data, as well as conduct interpretive studies concerning a wide range of water-resource issues in Illinois. The other USGS divisions (Mapping, Geologic, and Biologic), are also at work in Illinois performing studies of coastal erosion; determining the risk from earthquakes, landslides, and other natural hazards; making and updating maps; and performing biological assessments-although, no offices of these divisions are physically located in the State.

    INTRODUCTION
    The Center for the Study of Federalism (CSF), founded in 1967, is an interdisciplinary research, educational and service institute dedicated to the study of federal principles, institutions and processes as practical means of organizing political power in a free society. By initiating, sponsoring and conducting research and educational programs, the Center seeks to increase and disseminate knowledge of federal systems the American and others and federalism in general, and to develop specialists in the growing field of intergovernmental relations. The Center for the Study of Federalism is one of the preeminent institutions of its kind in the world examining questions of federalism and intergovernmental relations. CSF undertakes a number of research and educational programs. The Center undertakes comparative studies of federalism and related problems, critically examines the idea of federalism in both its theoretical and practical dimensions and disseminates the results of its work. The Center conducts lectures, seminars, conferences and institutes/workshops to stimulate knowledgeable discussion about the problems and prospects of federalism and American political life in general. The Center has an extensive publications program in both comparative and American federalism as well as covenant and civil society.

    By TOM LITTLEWOOD Intergovernmental Personnel Act: Unions want a share of training grants WHEN amendments to the Intergovernmental Personnel Act (IPA) were before the House of Representatives in 1975, Rep. Wayne Hays (D., Ohio) dismissed the program as just "an opportunity for state bureaucrats to get together with federal bureaucrats and exchange ideas on how not to do anything at all." As it later turned out, the grouchy chairman of the House Administration Committee had somewhat more advanced notions about public personnel management. The act that was passed in 1970 provided direct federal grants to help state and local governments improve their personnel systems. Matching funds were to be made available for various training and management projects; for the temporary assignment of federal employees to other government agencies; and to support graduate study in the form of government service fellowships. After the first three years, the 75 percent federal share was lowered to 50 per cent. Funds were used to prepare Spanish language training manuals in Chicago and to conduct job classification and compensation studies in other Illinois cities and villages. About 400 federal workers were transferred to state and local jobs in Illinois, including the Walker administration's Environmental Protection Agency director, whose salary was paid out of federal funds.

    Head of the Atmospheric Sciences Section of the Illinois State Water Survey, where he has been a research scientist for 20 years, Changnon is a Councilor and Fellow of the American Meteorological Society and president-elect of the Weather Modification Association.
    Changing the weather: Implications for Illinois In a state where farming is a basic industry, people in the country watch the skies anxiously. The State Water Survey thinks something can be done about the weather. Illinois' model weather modification law is a basic step toward controlled experimentation ILLINOIS weather can be changed—at least to some extent. Rainfall can be increased and hailstorms can be partially suppressed. A weather modification statute, proposed by the Illinois State Water Survey, has been in force for almost two years. The techniques of weather modification have not been completely refined, but as the General Assembly has officially stated, weather modification "is subject to regulation and control in the public interest." Increased rainfall at the proper time and prevention of crop-damaging hail offer obvious benefits to farmers who raise corn, soybeans, and wheat. But the Illinois State Water Survey did not press for legislation until the staff had assessed the economic implications, ecological impacts, and social attitudes toward weather modification for the state generally. Legislation was deemed a prime requirement, not only for the proper execution of scientific experiments on weather modification in the state, but to protect Illinois citizens from improperly conducted weather modification operations.
