    ESL Teacher Certification. ERIC Digest.
Kreidler, Carol J. English as a Second Language (ESL) teachers must have special preparation to teach English to non-native speakers; being a fluent speaker or an effective teacher of English to native speakers is not enough. Just as teaching mathematics or French requires special knowledge and skills, teaching English as a Second Language does also. This Digest outlines some of the relevant issues concerning ESL teacher certification: profiles of students needing ESL instruction, reasons for considering certification, academic preparation needed to teach ESL, and a description of state requirements for certification. WHO NEEDS AN ESL TEACHER? Estimates based on the 1980 Census indicate that in 1980-81 at least three-and-a-half million school-age children in the United States lacked the English language skills needed to succeed in school. These children, whose native language is not English, generally fall into two groups. The first, limited-English-proficient (LEP) students, speak, understand, and may read and write English, but not well enough to keep up academically with their native English-speaking peers. The second group, non-English-speaking (NES) students, do not speak or understand English and may have no literacy skills in their native language. This factor complicates attempts to teach them English.

Information Bulletin No. 200112 (Replaces 979811 989913 990001 and 990024) July 2001 TABLE OF CONTENTS INTRODUCTION Local leaders and members are currently faced with many problems and questions concerning certification. This is due in no small part to the certification regulations which went into effect on September 2, 1993 as well as the changes recently adopted by the Regents that go into effect in September 2004. This Bulletin describes those regulations which are currently in place. The purpose of this Information Bulletin is to summarize the information most commonly sought by members and local leaders. Please bear in mind that this Information Bulletin is for INFORMATION ONLY , and is not to be considered as an official interpretation of the rules and regulations of the Commissioner. Official answers on the interpretation of certification regulations and certification status can only be obtained from the Office of Teaching of the State Education Department (see sidebar for contact information). HIGHLIGHTS
    • Certification may be achieved in six ways: through the completion of an approved program; through individual assessment of a candidate's educational background; through Interstate Agreements, including the Northeast Regional Credential; through completion of a new alternative certification program, and new regulations for out-of-state teachers.

see also: 2002-2003 Course Schedule The primary purpose of the Art Department is to foster creativity and critical thinking through an understanding of the practice and history of the visual arts. We seek to help students develop visual literacy and problem-solving skills, to explore confidently the many avenues of technical and creative expression, and to develop an appreciation for craftsmanship. Through such experiences the students are also encouraged to see how their own creative endeavors relate to other disciplines within the liberal arts. For art students to flourish, more is needed than the skills outlined above. They also require the stimulus of challenging exhibitions and an awareness of the rich resources of the regional and local community. Assignments in both the practical and art history courses frequently require students to take advantage of high quality exhibitions at the Boise Art Museum, the galleries of Boise State University and other venues. On campus, the Rosenthal Gallery of Art shows work by professional artists, items from the College's western and ethnographic collections, and provides a forum for local high schools to display the art of their best students.
