Grant Funding for Programs addressing Tobacco Control, Children's Health, and Disability Services. Community Connections Community Connections provides several neighborhood based programs, many at no charge, to promote optimal growth and development for families. The major programs, Early Intervention Services, Family to Family Connections, and Family Resource Centers, provide an array of services such as diagnostic and therapeutic assistance for infants with disabilities, immunizations, programs for children and youth, support groups for working parents and single parents, and GED preparation. Additionally, Community Connections administers the Child Trust Fund to prevent child abuse and neglect, and three major federal block grants for social services: the Community Services Block Grant, the Social Services Block Grant, and the Head Start State Collaboration Grant.
