Text: Housing and Urban Development on U.S.-China Mortgage Program (Program will enable more people to own homes in China) U.S. Secretary for Housing and Urban Development (HUD) Andrew Cuomo announced a proposal May 21 for a housing finance pilot project that will help China establish a secondary mortgage market that will ultimately lead to the securitization and resale of facilitate residential mortgages, according to a May 21 news release from HUD. A secondary mortgage market generates economic development because it allows banks to loan a sum of money more than once over a relatively short period of time. Without a secondary market, the lending institution invests money in one individual's home and literally has to wait 20 or 30 years to get the capital back. HUD and the Chinese Ministry of Construction have targeted the end of the year for the launch of the pilot project. "The application of this program will be a historic step for the Chinese and the way homes are bought and sold in this country," Cuomo said at a forum in Shanghai hosted by Metropolitan Life Insurance Company. "By enhancing primary market institutions and creating a secondary mortgage market, China will be able to generate more resources that will be used to increase homeownership by Chinese families." Cuomo was in Shanghai as part of a four-day visit to China to foster cooperative efforts with Chinese housing officials on the development of housing and housing finance in China.

Cuomo was in Shanghai May 21 speaking to the U.S.-China Colloquium on Housing Finance, an event sponsored by Metropolitan Life Insurance Company. The event took place in Jin Mao Towers, which is one of the largest, tallest buildings in the world designed by an American company. Both China and the United States have made housing a priority issue for their countries, the Secretary said. Housing is both a basic human need and "a fundamental economic development building block," he said. In the United States, housing and housing-related industries comprise 20% of the overall economy, he said. It is also a way for people "to be vested and rooted in their society and literally own a piece of their own community," Cuomo said. The Jin Mao Towers project, Cuomo said, demonstrates that the United States and China can do "great things together and it proves we can do more together than either of us could do separately."
