(Herbert Hoover National Historic Site) A lthough some people remember Herbert Hoover as the man who was President during the early years of the Great Depression, others may know him as a complex public servant, the "Great Humanitarian" whose career spanned a remarkable seven decades. A graduate of Stanford University, Hoover became a successful mining engineer before organizing relief programs for the starving victims of World War I. As Secretary of Commerce under Presidents Harding and Coolidge, he helped to create safer highways and aircraft, better health care for children, and the standardization of commercial products. And, in 1927, he mustered a fleet of 600 boats and 60 airplanes to rescue 325,000 Americans who were left homeless during the catastrophic Mississippi River flood. Following World War II, President Truman chose him to help the hungry people of Europe once again, and he spent his "retirement" years as an amazingly prolific author, speaker, and government adviser. Continuing his life-long desire to help needy children, he also served as chairman of the Boys' Clubs of America, helping to open 500 new chapters throuhgout the United States. TABLE OF CONTENTS

  • Although orphaned as a child, he was a self-made millionaire. When Hoover took office the United States was prosperous and many people felt someone with Hoover’s background would be the right person to help the country become even more prosperous. On October 29, 1929 the stock market crashed, possibly because of President Calvin Coolidge ’s, tax cuts prompting the rich to invest. This day came to be known as "Black Tuesday" and was the beginning of the Great Depression. Stocks that were previously selling at thirty dollars a share were only worth pennies. Unemployment was rampant, with one hundred thousand jobs lost weekly for the next three years. By 1932 twelve million people were out of work. During the time of the Great Depression, Oklahoma went through a severe drought. Many people from Oklahoma headed to California hoping for an improvement, but they found only low wages and horrendous working conditions. John Steinbeck’s novel The Grapes Of Wrath and many songs by Woodie Guthrie describe the disappointments of these people.

Presidential Years As soon as Calvin Coolidge announced that he did not choose to run for reelection in 1928, Hoover was inundated with letters and telegrams urging him to run for president. The Democrats had nominated Alfred E. Smith, the first Catholic to run for the Presidency. Hoover and Smith were in accord on many issues of the 1928 campaign: reforms in child welfare, business practice, and the prison system; the Hoover was elected by one of the biggest majorities in the history of the Republican party. His Vice President was Charles Curtis.
On a rainy March day, Herbert Hoover took the oath of office as the 31st President of the United States. He brought to the presidency a wide range of interests, information, and experience. He banked his presidential salary and gave it entirely to charity. From the day Hoover organized the Belgian Relief in 1914, until his death fifty years later, he never accepted for his private use any payment for public service. He had reached the highest office in which Herbert Hoover felt he could make the greatest contribution to his own country.
When Hoover became president, there was a frenzy of activity on the stock market. People were buying stocks by borrowing money, or they were buying stocks on margin (buying with only a portion of the money down, and the rest out of profits). This had been going on since the early 1920's and Herbert Hoover knew this gambling in the stock market was dangerous.

A Stanford graduate, he worked from 1895 to 1913 as a mining engineer and consultant throughout the world. In 1899, he married Lou Henry. During World War I, he served with distinction as chairman of the American Relief Committee in London, as chairman of the Commission for Relief in Belgium, and as U.S. Food Administrator. His political affiliations were still too indeterminate for him to be mentioned as a possibility for either the Republican or Democratic nomination in 1920, but after the election he served Harding and Coolidge as secretary of commerce. In the election of 1928, Hoover overwhelmed Gov. Alfred E. Smith of New York, the Democratic candidate and the first Roman Catholic to run for the presidency. He soon faced the worst depression in the nation's history, but his attacks upon it were hampered by his devotion to the theory that the forces that brought the crisis would soon bring the revival and then by his belief that there were too many areas in which the federal government had no power to act. In a succession of vetoes, he struck down measures proposing a national employment system or national relief, he reduced income tax rates, and only at the end of his term did he yield to popular pressure and set up agencies such as the Reconstruction Finance Corporation to make emergency loans to assist business.

Being an academic institution, WAIS has a proper interest in academic institutions, especially those at Stanford, with which WAIS is closely affiliated. The statement that the Hoover Institution was returning to its origins and being reorganized accordingly aroused international puzzlement and speculation. It therefore seemed appropriate to study those origins. My testament has some value, since I am probably the only survivor of those involved. This makes me realize how time passes. Herbert Hoover Jr. invited Mary and me to tea at their Palo Alto home, and I remember a child crawling around on the lawn. Would that be the present member of the Board of Overseers? I wish Elena Danielson would clarify this for me. It was a happy event. Herbert Hoover himself was a different story. I remember vividly a visit to him in the Tower with Harold Fisher, the director of the Hoover Institute, as it was then called, and Easton Rothwell, his successor. Rothwell soon resigned and went to Mills College as President. Hoover sat behind his desk, looking wrathful. I was amazed at the way Fisher and Rothwell addressed him repeatedly as "Chief" and showed by their humble behavior that they meant it. Hoover was not appeased. Behind this lies one of the saddest stories in US political history. When Hoover was elected President he was a national and a Stanford hero, and the Stanford community held a celebration which pleased him enormously. He was a happy man. Then came the Depression, and he was reviled nationally. He returned to Stanford thinking that at least here people still loved him. Instead, he was the target of insults, some crude, which showed a total lack of sensitivity or compassion for a crushed individual. Hoover decided to switch his affection to his home town of West Branch, Iowa.

    Transcription of Letter 83 Seminole Avenue, Forest Hills, L.I., N.Y., March 28, 1931 Dear Mrs. Hoover, For some time it has been in my mind to write to you, but I have felt like the little boy who said, "Dear God is very busy on Sundays, He has so many churches to go to, He hasn't time to listen to me." "God is always ready," his mother told him. I am hoping that the mother heart in you may find room for my request. A world congress of workers for the blind will meet here in New York City next month, under the auspices of the American Foundation for the Blind. The President extended invitations to fifty-two countries to send delegates, and thirty-five nations have responded. It will be the largest and most representative gathering ever held in behalf of the sightless, and it will be the first international congress for the blind to come to America. While the congress is here, the foreign delegates will be taken on a trip to visit institutions and schools for the blind in the eastern states. Washington is among the cities they are to visit.
