Archdiocese of Urbino
(URBINATENSIS) Urbino is the ancient Urbinum Mataurense, a Roman municipium . The city and its environs are rich in inscriptions, one of which is certainly Christian . Urbino was held by the Goths, but was captured by Belisarius (538). Under Pepin it became part of the pontifical domain. By the eleventh century it had a commune. Becoming the capital of the counts of Montefeltre, it increased in importance. In 1213 Bonconte di Montefeltro was elected of Urbino. The Urbinese rebelled, formed an alliance with the commune of Rimini (1228), and by 1234 were masters of the city. He and his descendants were leaders of the Ghibellines of the Marches and the Romagna. Montefeltrano succeeded (1214-55), and Guido (1255-86 and 1293-6). Boniface VIII absolved him from censures and employed him against Palestrina Sixtus IV conferred on him the title of Duke of Urbino (1474). Guidubaldo I (1492-1508) escaped by flight the plots of Caesar Borgia. He adopted Francesco Maria della Rovere (1508-38), his sister's child, and thus the signoria of Sinigaglia was united to Urbino. He aided Julius II in reconquering the Romagna. Leo X deprived him of his territory, which was given to Lorenzo de' Medici, and later to Giovanni Maria Varano (1516-21). On Leo's death Federico III reascended the throne. The internal government was almost entirely in the hands of duchess Eleonora Gonzaga. Guidubaldo II (1538-74), by his marriage with Giullia di Varano, obtained the Ducy of Camerino, which he had to cede in 1539 to Paul III for 60,000

History and Government
History: For over 1000 years - from the era of Charlemagne's Frankish empire until 1870 - much of the central Italian peninsula was under the direct or indirect rule of the Pope, who at the same time, wielded immense power throughout the whole of Europe. The Papacy was often deeply involved in the political issues of the times and the office itself was often in the gift of powerful lay rulers. The Popes were responsible for the launch of the Crusading movement from the late-11th century onwards and played a crucial role in almost all the major European events of the medieval period. Despite such influence (often exercised very much at variance with the ideals of the Christian faith), the Papacy was often riven by schisms, notably the Great Schism (1305-1378), when a succession of rival Popes established themselves at Avignon with the blessing of the King of France.
The Reformation of the 16th century broke the spiritual dominance of the Papacy in Europe, despite the counter-reformatory work of the Council of Trent (1545-63). From this time on the Popes, with some notable exceptions, were forced into a less dominant position in European affairs. After the unification of Italy in the late-19th century, the Pope retreated into the Vatican enclave until the Lateran treaty of 1929, between the Vatican and the Italian state, recognised Papal jurisdiction within the city. In 1978, Cardinal Karol Wojtyla became the first non-Italian encumbent of the Papacy since the 16th century, taking the title John Paul II. During his pontificate, the Vatican has experienced a major administrative upheaval and embroilment in a massive financial scandal.

Relations Between Israel and The Holy See
The establishment of full diplomatic relations between Israel and the Holy See (under the terms of a Fundamental Agreement signed in Jerusalem in December 1993) may be viewed as a step of major significance in a historic process of change in the Church's attitude to Judaism and the Jewish people, publicly initiated by the declaration known as Nostra Aetate , issued by the Second Vatican Council in 1965. In their Fundamental Agreement, Israel and the Holy See noted the "unique nature of the relationship between the Catholic Church and the Jewish people..." and committed themselves to "appropriate cooperation in combating all forms of antisemitism and all kinds of racism and religious intolerance, and in promoting mutual understanding among nations, tolerance among communities and respect for human life and dignity," and "the peaceful resolution of conflicts among states and nations, excluding violence and terror from international life." Other obligations concern the Status Quo regime affecting the Christian Holy Places, questions relating to freedom of religion, pilgrimage to the Holy Land and other matters. In November 1997, an agreement was signed in Jerusalem defining the status of the Catholic Church in Israel and its hierarchy under Israeli law. This marks the first de jure recognition of the Catholic Church by any government in the Holy Land.

With regard to recommendation IV, which invites States Parties to the International Convention on the Elimination of All Forms of Racial Discrimination to include in their periodic reports information on the demographic composition of their population, the Vatican Secretariat of State considers that this recommendation does not apply to the Holy See, since, in view of its special character, the Holy See possesses a territory solely for the purpose of guaranteeing the free exercise of its religious mission, and its population is in fact limited to a certain number of officials.

Background
Over the past two and one-half years the Holy Land has suffered the worst violence in more than a decade. The new intifada and the resurgence of suicide bombings and other terrorist attacks against civilians, and an often harsh Israeli response have resulted in thousands killed and injured, the majority Palestinians, and a terrible humanitarian crisis. With moderates marginalized on both sides, prospects for peace are as dim as they have been for many years. Meanwhile, the dwindling Christian community feels increasingly isolated and some Christians are emigrating.

  • The escalating cycle of provocations, terrorist attacks, excessive force, assassinations, reprisals, destruction of homes, curfews and closures, only compound injustice and inflame hatred and fear.
  • Palestinian leaders must clearly renounce violence and terrorism, take effective steps to stop them, and bring to justice those responsible. Lifting up suicide bombers as "martyrs" is particularly reprehensible.
  • The Israeli government"s often aggressive military response; its virtual destruction of the Palestinian Authority, civil society, and civilian infrastructure; its blockades of Palestinian areas, and strict limits on humanitarian access; and its continued establishment and expansion of settlements only increase the misery that breeds terrorism and strengthen the opponents of peace.

PESHAWAR, Pakistan There is peace in the narrow back streets of old Peshawar, where soft sunlight falls on ancient doorways, and a small boy is safe to worry about little more than where his next piece of candy will come from. He is 3 years old and dressed for play in matching T-shirt and shorts patterned with small red hearts, a smiling cat, fish bones and the word "Meow." The child is free to dream now, but his father, Abdullah Ahad Baig, has great hopes for him that someday he will be a moujahed, or holy warrior, in defense of Islam. That is why he named his child Osama bin Ahad, after the man he idolizes as the greatest moujahed of all: Osama bin Laden. To Baig, a shop owner, and legions of others like him in the Muslim world, the Saudi-born millionaire suspected of ordering the most horrific foreign attack ever on U.S. soil is not a terrorist but a freedom fighter. In their view, bin Laden is leading the latest phase of a war that began centuries ago when medieval Christian crusaders tried to crush Islam.
