The Prime Minister, who normally is the leader of the party with the largest number of seats in the House of Commons, is the head of Parliament.     General policy The officially recognized disability policy in Holy See is expressed in law and in guidelines adopted by the Government. The emphasis - in descending scale - is on: individual support, accessibility measures and anti-discrimination law.
    The Government has not done anything to initiate or support information campaigns conveying the message of full participation.
    Legislation The rights of persons with disabilities are protected by general legislation. The institutional mechanism adopted to protect the rights of persons with disabilities is due process (legal remedy through courts), while non-judicial mechanisms include a Governmental body (administrative).
    Medical and other health care is guaranteed by law to persons with disabilities.
    Accessibility There are rules to ensure accessibility of the build environment requiring that public places and housing are made accessible. Accessibility in the build environment is observed by a national authority. Access to public places has been promoted by the Government in order to facilitate accessibility in the build environment. Technical factors is the most difficult obstacle when planning to build accessible environments.

    Hundreds of organizations and thousands of people worldwide have initiated a campaign to change the status of the Roman Catholic church at the United Nations. Concerned that the church has flown in under UN radar by calling itself the Holy See, we have called on the Secretary-General to review the church's current status as a Non-member State Permanent Observer. We believe that the Holy See, the government of the Roman Catholic church, should participate in the UN in the same way as the world's other religions do—as a non-governmental organization. THE CATHOLIC CHURCH AT THE UNITED NATIONS:
    CHURCH OR STATE?
    WHAT STATUS DOES THE CATHOLIC CHURCH HAVE AT THE UN?
    The Holy See is a Non-member State Permanent Observer at the United Nations. This rarely-used designation gives it some of the privileges of a state, such as being able to speak and vote at UN conferences. No other religion is granted this elevated status. Other religions participate in the UN like most other non-state entitiesas nongovernmental organizations. Because UN conferences operate on consensus, the ability to disagree with the majority consensus has significant power. The Holy See was not invited to participate in the UN. The Holy See initiated requests to be recognized as a state in international bodies. No vote was ever taken on the Holy See's presence at the UN by the General Assembly.

Granting governmental privileges to what is in reality a religious body is questionable statecraft. While the Holy See—the government of the Roman Catholic church—has made positive contributions through the United Nations to peace and justice, this should not be used to justify granting the status of a state to a religious institution.
    Governmental participation in the UN should be reserved to actual states. The world's religions have been well represented through non-governmental organizational status. With NGO status, the Roman Catholic church would be able to continue its participation in the UN—like the World Council of Churches—without ambiguity or privilege. We call upon you to open an official review of the Holy See's status at the UN.     The Holy See at the United Nations: An Obstacle to Women's Reproductive Health and Rights August 2000, Item: B005 Page 1 Page 2 Page 3 Endnotes The Roman Catholic Church is uniquely positioned to influence international policy-making. It speaks on issues of concern for its religious followers in numerous nations around the world. At the international level, the Roman Catholic Church uses its distinctive position at the United Nations to affect a wide range of global issues, including international economic development, women's status, population, and family planning. Although the Roman Catholic Church pursues many admirable strategies towards poverty eradication and economic development, it undermines its own advocacy on these issues by taking positions that run counter to the equality and empowerment of women - one half of the world's people. This briefing paper calls into question the legitimacy of the Holy See's status as a Non-Member State Permanent Observer and illustrates how this status is used to obstruct women's sexual and reproductive health and rights. The Holy See's status at the UN entitles it to many of the same privileges enjoyed by governments. Yet, the Holy See lacks a traditional citizenry of its own. The Holy See speaks at the UN not as a nation-state addressing the pressing concerns of its citizens, but as a religion seeking to exert its version of morality on Catholics and non-Catholics alike. All of the other religions of the world are entitled only to the limited privileges of non-governmental organizations within the UN. The Roman Catholic Church therefore enjoys a unique degree of international political leverage typically reserved for governments.
