Gearing up for the Year of the World's Indigenous People The United Nations General Assembly has proclaimed 1993 the International Year of the World's Indigenous People. It is hoped that this special year will be the beginning of an increased awareness about the lives and needs of indigenous people. Who are indigenous people? Indigenous people, numbering approximately 250 million in more than 70 countries around the world, are broadly defined as those whose ancestors were the original inhabitants of lands then colonized or settled by others. Among the characteristics indigenous people share is the fact that their names for themselves (e.g. Inuit, Kayapo, Hmong, Maori) generally mean 'people' and the names of their lands generally translate as 'our land', reflecting the strong, fundamental relationship they maintain with their land. Identification of such groups is filled with political difficulties. First, minorities are not necessarily tribal people. The Chinese are a minority in Malaysia, Indonesia, and Thailand, yet they are by no means tribal, nor are the Indians in Singapore and Malaysia or the Vietnamese in Cambodia. On the other hand, what is a tribe? A century of anthropological research has not resulted in satisfactory concepts, far less consensus, for identifying a tribe. Tribes tend to be defined by what they are not: they are not states. "A tribe is an animal without a central regulative system," wrote Marshall Sahlins (1968) in a famous attempt to define and describe a particular kind of social formation, the tribe. What he meant by that is that the tribe is a simpler system than the state, which has centralized political control and a monopoly on the use of force, yet the tribe is more complex than simple hunter-gatherer bands...

Domanchuk, Michelle McKeegan and Peter Pennekamp I n the great storms off the Pacific that loose rain for weeks at a time and the cold, clear air afterward that magnifies a rainbow of rich color, the people who settled the North Coast found both inspiration and industry. "Everyone here calls it God's country," says one rancher of pioneer-family stock, "even the atheists." To which Karuk artist Brian Tripp responds, "It is the solitude that keeps you here ­ the rivers and the forests." Each year since the beginning of time, said Tripp, native peoples on the North Coast have held an earth renewal ceremony that brings the tribes together in prayer, dance and song." It renews the earth to which all creatures are connected," said Tripp, who calls it a great individual responsibility. "Each person must prepare for this ceremony by entering it free from obligations and debt." Participation in the earth renewal ceremony has gone from a handful to approximately 1,500 in recent years. Like so many indigenous peoples, much of the cultural tradition of Native Americans on the North Coast had to survive contact with the outside world. White miners, loggers and settlers began moving into the area in the 1850s, but the scope of early settlement patterns put limits on contact with Native Americans.

It is not two-dimensional,but a sphere - not perfectly round, yet nevertheless sufficiently so for it to resemble a ball floating in space. It has no corners, nor edges, nor could we locate a specific point on its surface that we could validly call its center. Yet time and again, ladies and gentlemen, we insist on putting ourselves at the center and pushing those we see as different from us - our objectified Others - to the edges, to the fringes. This was glaringly apparent in the age of colonial expansion when powers sought to extend their geographical boundaries, as though appending territory after territory to themselves would legitimize their egocentric view of the world. It also pervaded the Cold War structure, with the opposing blocs wanting to impose their own order upon the world, and survives to this day in the struggle of states to put themselves on top - be it in economic or political terms. What we often fail to realize and acknowledge, though, is the sad reality that this problem is also insidiously at work within the borders of our states. We do not realize it because we number among the majority; we are part of the mainstream culture. Yet there are millions in the Asia Pacific who, by virtue of their deviation from arbitrarily constructed notions of normality, are forced to the geopolitical and socio-economic peripheries. People and groups are identified, objectified, classified and marginalized on the basis of race, ethnicity, gender, caste and religion.
