The U.S. Naval Observatory is one of the oldest scientific agencies in the country. It was established in 1830 as the Depot of Charts and Instruments. Its primary mission was to care for the U.S. Navy's chronometers, charts and other navigational equipment. The USNO time ball was one of the first systems to enable USNO
to support remote users. The ball was dropped at established
times, which enabled ships anchored in the Potomac River
to calibrate their chronometers.
In 1844, as its mission evolved and expanded, the Depot was reestablished as the U.S. Naval Observatory and was located on the hill north of where the Lincoln Memorial now stands (i.e. Foggy Bottom). For nearly 50 years the Observatory remained at the Foggy Bottom location. During these years significant scientific studies were carried out such as speed of light measurements, the phenomena of solar eclipses and transit of Venus expeditions. The astronomical and nautical almanacs were started in 1855. In 1877, while working for the Naval Observatory, astronomer Asaph Hall discovered the two satellites of Mars. The current USNO administration building in Washington, D.C.

What time is it? When did this question become so important? Did man always have a system for keeping time? Were there always timekeeping devices people could use to know the time? The history of time can be fascinating as can the history of timekeeping devices. Many sites on the internet have information about old clocks and watches and many museums have collections of timekeepers. The TimeKeepers resource will help you learn more about some of the timepieces used. First, a little history..... In the late 16th century wearing a watch became more common than it had been in earlier times. The need for timekeepers, especially personal timekeepers became more needed as the industrial activity spread across Europe. Although timetables for some services such as courier mail delivery and the delivery of cargo or transportation of passengers by coach existed, there was no commonly accepted time standard during the 16th and 17th centuries. Different countries or towns may have even begun their days at different times, times which coordinated with the sun. Some began their days at sunrise, while others began a new day at midnight, sunset or noon. There was what was termed "Italian" time which divided the day into 24 hours and "German hours" or "French hours" which marked time into two periods of 12 hours each. (The later system was much easier on bell ringing clocks.) Anyone traveling abroad needed a conversion table in addition to a timekeeper in order to know what time it was at their different destinations.

In Europe anthropologists have discovered archaeological finds which indicate that over 20,000 years ago scratched lines on sticks and bones, or carefully gouged holes were used as ancient calendars, believed by academics to demonstrate ways of indicating the days between phases of the moon, 'lunar cycles'. Around five thousand years ago, the ancient Sumerians, in the Tigris-Euphrates valley (now in Iraq), had a highly developed system :
  • each year was divided into months;
  • each month consisted of thirty days;
  • each day was divided into twelve periods (each period has been calculated to be roughly equivalent to two hours by today's time measurement);
  • each two hour period consisted of thirty parts (calculated to be roughly equivalent to four minutes by today's measurement).
No written records exist relating to the ancient sacred site of Stonehenge, built over 4000 years ago in England (UK), but it has been suggested that the alignments indicate it was used to measure 'seasonal' or 'celestial changes'. It is believed that these measurements were used to inform the time setting of rituals and events, and possibly further used to indicate when crop planting, harvests or festivals could start. The earliest Egyptian calendar known is believed to be based upon lunar cycles The ancient Egyptians later recognised, and it is thought discovered, the 'Dog Star' in 'Canis Major', which we now call 'Sirius'. The Dog Star rose alongside the Sun every 365 days. It is believed from this the 365-day calendar was devised, with approximate dating of this development to 4236 BC. This is a significant date, as historians claim that this is probably the earliest recorded year in the history of time.

Every chapter was like a time machine, transporting us back in time to an era where racism and sexism took a toll on some musicians while only strengthening the resolve of others. This book was, at the time, one of the best readings I had done in a long time. In reading direct quotes from the greats of music, you couldn't help but feel a bit inspired. "Keeping in Time" is a gem and should be assigned reading to anyone studying jazz or just wanting to learn more about the many performers who played or sang that one song you liked differently. Professor Walser certainly knows his subject matter well. And in my case, he certainly excelled in the one thing he likes to do: teach.
