TOBACCO REDUCTION
THE FIGHT AGAINST TOBACCO ABUSE
by Colette Vidal [Intro] [Protection] [Prevention] [Cessation] ... [Bibliography] Whereas the prevalence of tobacco use has declined in the general Canadian population in the last decade, the trends among the Native population are alarming . Apart from having much higher consumption rates for both smoke and smokeless tobacco, Native people also tend to start smoking earlier than non-Natives. In addition, there seems to be a certain lack of concern or awareness concerning the serious tobacco-related risks to the present and future health of many Native communities. Given the current levels of tobacco use among Native people, any effective reduction strategy will have to include at least three components, namely Protection, Prevention and Cessation.
PROTECTION
Since Environmental Tobacco Smoke (E.T.S.) is a serious health hazard to which non-smokers as well as smokers are continuously exposed, the first step is to ensure that the community has as many

A steering group has been formed to co-ordinate 'healthy futures', and 'NDC food access' work.
NDC Healthy Futures Co-ordinator Carrieanne Hurley, has been employed to work with the school catering staff on improving the health benefit and quality of school meals. The aims for the Healthy Futures:
The Healthy Schools Programme is a key part of the Government's drive to improve standards of health and education and to tackle health inequalities. Its aim is to make children, teachers, parents and communities more aware of the opportunities that exist in schools for improving health. The Government signaled its intention to help all schools become healthy schools in the White Paper, 'Excellence in Schools', produced by the Department for Education and Skills (DFES) in 1997. The Healthy Schools Programme was announced in the Department of Health's (DH) Green Paper 'Our Healthier Nation', and launched on 14th May 1998 by Ministers Tessa Jowell (Public Health) and Estelle Morris (School Standards). The National Healthy School Standard (formerly known as the National Healthy Schools Scheme) was proposed in the Green Paper 'Our Healthier Nation' in 1998. In this paper, the government identified the school as a setting to improve the health of children. In the government's view, a healthy school is in a key position to improve children's health and educational achievement, with the support of other agencies.

By Jonathan Wong The awards were created to honor outstanding individuals who have committed themselves to living and promoting tobacco-free lifestyles in their communities. Many of their stories are so moving and inspirational that we have dedicated this issue of the APITEN Newsletter to them, and will detail their intrepid efforts within these very pages. (Peek inside to find out who actually went knocking from door-to-door in order to educate community members about the dangers of tobacco!) APITEN joined the other Ethnic Networks and the Regional Linkage Programs in this statewide activity to recognize tobacco control advocates. Awards were passed out to honorees from the Bay Area, Central Coast, Tri-County South, Gold Country and North Coast Regions, as well as the African-American, Asian/Pacific Islander, Hispanic/Latino and American Indian Tobacco Education Networks. APITEN’s Northern California Heroes and Sheroes were given the AKAMAI Award, our newly-developed award that means "smart" in Hawaiian, by program director Betty Hong and program associate Joon- Ho Yu. The awardees enjoyed lunch to the classic soul sounds of the Coasters (who were the first group inducted into the Rock and Roll Hall of Fame, and have themselves quit smoking because of the terrible toll it took on their voices and health). The awards ceremony was emceed by Pam Moore, KRON-TV’s news anchor and health reporter. She expressed her respect for the honorees, whose grassroots efforts often lead to the changes in public health and policy on which she reports.

Introduction
The Purpose of The Ontario Curriculum, Grades 1-8: Health and Physical Education, 1998
Through the health and physical education curriculum, students will develop:
  • an understanding of the importance of physical fitness, health, and well-being and the factors that contribute to them; a personal commitment to daily vigorous physical activity and positive health behaviours; the basic movement skills they require to participate in physical activities throughout their lives.
A comprehensive approach to health and physical education emphasizes the shared responsibility of parents, peers, schools, health-care systems, government, the media, and a variety of other institutions and agencies. Meaningful health and physical education also requires safe, health-promoting environments, support services from the community, and a school curriculum that makes health a priority in the school. What If You Use Alcohol, Tobacco, or Illicit Drugs?
Drinking alcohol is one of the accepted practices of adulthood. It is legal for adults to have wine with dinner, beer at the end of a long week, or cocktails at a dinner party. But drinking to the point of losing control sends the wrong message to children, as does reaching for a drink to remedy unhappiness or tension. Although it is legal for adults to smoke cigarettes, the negative impact tobacco has on a smoker's health is well documented. If a child asks his parents why they smoke, they may explain that when they began, people didn't understand how unhealthy smoking is and that once a smoker starts, it's very hard to stop. Young people can avoid making the same mistake their parents did by never
starting and risking addiction. The fact is, if you use alcohol, tobacco products, or illicit drugs, your children are more likely to use them too. However, even if you use these substances, you can do a lot to make sure that your children don't.
  • If you use alcohol, drink moderately and refrain from always drinking for celebrations and holidays. Learn other ways to celebrate. Try to deal with stress without tossing down a few drinks. Try exercise, talking with a friend, or deep breathing, for instance. Allow yourself a "time out" from your regular routine. The children you care for will learn a lot by imitating these coping strategies.

Core Intervention 1: Health Related School Policies The FRESH framework, an intersectoral partnership to Focus Resources on Effective School Health, provides the context for effective health related school policies. School policies, promoting good health and a non-discriminatory, safe and secure physical and psychosocial environment, are most effective when supported by other reinforcing strategies such as provision of safe water and sanitation, skills based health education, provision of health and other services, effective referral to external health service providers and links with the community. The FRESH framework provides this context by positioning health related school policies among its four core components, that should be made available together for all schools: Health related school policies Safe water and sanitation Skills based health education A ccess to health and nutrition services These core components of the FRESH framework require school-community partnerships as the supporting strategies for the success of school health and nutrition programs.
