SPECIAL PURPOSE REVENUE
BONDS FOR PRIVATE SCHOOLS
SPRB Legislation
What are Special Purpose Revenue Bonds anyway?
They are tax exempt bonds authorized by the State to be issued to organizations (i.e. private schools and colleges) to finance improvements to their facilities, provided the construction project is found by the Legislature to be in the public interest.
How does it work?
  • The private school applies for the special purpose revenue bond at the Legislature
The State authorizes the bond to be issued once it has been found to benefit the general public
A financial institution underwrites and sells the bonds to private investors
The bonds are not secured by any credit of the State and there is no obligation on the part of the State to repay any of the bond proceeds.
Checks and Balances
Each construction project presented to the Legislature by a private school must be found to benefit the general public. For a special purpose revenue bond to be issued, a two-thirds vote by the Legislature and approval by the Governor is needed. Earl I. Anzai
Attorney General
State of Hawaii STEWARDSHIP, ACCOUNTABILITY, COMMUNITY Aloha Mr. Anzai, A community windfall is at risk. White sand beaches, prime commercial real estate, the rolling hillsides framing Waimea, all are rapidly moving from community trust ownership into developersÂ’ hands to support high trustee salaries and poor business outcomes in the Parker Ranch Foundation Trust (PRF Trust). We have a truly extraordinary opportunity in Waimea on the Big Island. Richard Smart willed the bulk of his $450 million estate to the PRF Trust and made four Waimea health and education nonprofit organizations, and the Richard Smart Fund at Hawaii Community Foundation the direct beneficiaries of the trust. The PRF TrustÂ’s purpose is, "to provide support for the health care, educational and charitable purposes and programs of the charitable organizationsÂ…" As you know, standards for trustees of nonprofits are very high, since their organizations receive relief from taxes and they have an obligation to both their beneficiaries and the public to be transparent and beyond reproach. Foundation trustees are mandated to be prudent stewards of the estate businesses, and the land that supports these businesses. Have the trustees of the PRF Trust met this standard in their stewardship, in their systems of accountability and in their reporting? Apparently not.

School claims lack of funding By Hunter Bishop/ Tribune-Herald Connections Public Charter School is threatening to sue the state education system over what it maintains is inadequate funding of the two - year - old charter school. Connections attorney Bryan Fitzgerald sent a letter Tuesday to the Department of Education and Board of Education, challenging them to "open its books or face legal action." Connections school administrators claim the DOE has reported spending more than $400,000 on the school that school officials say was never received. The DOE also will not account for more than $8 million in federal charter school grants despite numerous requests. Fitzgerald also said Tuesday that the DOE has not paid for the basic education of special education students in the charter schools despite the Felix consent decree, a federal court order. "The DOE bureaucracy even stalls up to three months after the proper submission of all forms in paying new charter school (employees)," he said. "In an attempt to cover their tracks the DOE has blocked the charter schools access to their financial records in the DOE financial computer and pulled damaging public reports from its Web site," he said. The 1999 law that authorized 25 charter schools in Hawaii requires direct funding to charter schools to keep them free of the DOE bureaucracy, but charter school funds are still channeled through the DOE, and Connections has been charged for services it never received and did not ask for, Fitzgerald said.

Tech Jobs Hawaii Consortium
HTDC formed the Tech Jobs Hawaii Consortium in 2000 in response to the private sector's desire to organize a workforce development initiative specifically targeting former Hawaii residents in the technology sector living in the continental U.S. The hallmark of the Tech Jobs Hawaii Consortium has been its annual Holiday Tech Fair. Sponsored by HTDC and local private schools Punahou, Iolani, Kamehameha and most recently, Mid Pacific Institute, the event has drawn participation from 20 - 25 local technology companies and staffing services each year. While the event is open to the general public, its main focus is to give college students and former Hawaii residents visiting home for the holidays an opportunity to see what tech related jobs are available here in Hawaii. In 2002, the scope of Tech Jobs Hawaii grew to include educational and outreach events aimed at showcasing Hawaii's technology industry to school-age students and the community in general. In April 2002, the Mililani Tech Fun Fair drew participation from 18 exhibitors and 8 central district schools, and showcased robotics teams from McKinley, Waialua and Mililani high schools. Throughout the year, Tech Jobs Hawaii Consortium companies have also participated in sharing their experiences in the industry and as entrepreneurs with school age students in the classroom.

Ulalena at Maui Myth and Magic Theatre, Lahaina, Maui The Hawaiians are any of the aboriginal people of Hawaii, descendants of Polynesians who migrated to Hawaii in two waves: the first from the Marquesas Islands, probably about AD 400; the second from Tahiti in the 9th or 10th century. Numbering about 300,000 at the time of Captain James Cook's arrival at the islands in 1778, full-blooded Hawaiians numbered fewer than 10,000 in the late 20th century (though there are large numbers of part-Hawaiians). The Hawaiians were a brown-skinned people with straight or wavy black hair. They were large and of fine physique, like the New Zealand Maori, whose language resembled theirs. The ruling classes tended to inbreed. Polygyny and polyandry were practiced, especially among the chiefs. Rank descended mainly through the mother. Hawaiian society's basic unit of land, the ahupuaa, usually extended from the shore to the mountaintop, with rights in the adjoining sea waters, so that the occupants had the means of supplying all their wantsthe sea for fish; the littoral for coconuts; the valley for taro, their principal food; the lower slopes for sweet potatoes, yams, and bananas; and the mountain for wood. The next subdivision was called the ili; it was either subservient to the ahupuaa or independent. Within the ili were small areas, kuleanas, occupied by the common people, who also had certain rights of fishery, water, and mountain products. Besides open-sea fisheries, there were stone-walled fish ponds, some now 1,000 years old, built semicircularly from the shore. Taro was raised in terraces flooded by conduits from streams. Elaborate systems of water rights were evolved. A conqueror or a successor king often redistributed the lands.
