Part III: Chapter 19: Audit Requirements Highlights of Chapter: This chapter establishes responsibilities for the audit of organizations receiving agency funds. The intent of this chapter is to identify the policies for determining the proper and effective use of public funds rather than to prescribe detailed procedures for the conduct of an audit. Audit Objectives Awards are subject to conditions of fiscal, program, and general administration to which the recipient expressly agrees. Accordingly, the audit objective is to review the recipient's administration of funds and required non-Federal contributions for the purpose of determining whether the recipient has:
  • Established an accounting system integrated with adequate internal fiscal and management controls to provide full accountability for revenues, expenditures, assets, and liabilities. This system should provide reasonable assurance that the organization is managing Federal financial assistance programs in compliance with applicable laws and regulations.
  • Prepared financial statements which are presented fairly, in accordance with generally accepted accounting principles.

The Hawaii Medical Service Association (HMSA) today announced that the Health Care Advisory Board of the Johns Hopkins Outcomes Verification Program has reviewed and approved the diabetes and cardiac enhancement programs of American Healthways, Inc. Both programs are offered to HMSA members under the names "Diabetes Care Connection Program" and "Cardiac Care Connection Program." American Healthways, a leading provider of disease management programs throughout the country, began partnering with HMSA nearly three years ago to help island residents with diabetes and heart disease. At the present time, more than 40,000 HMSA members are participating in the diabetes program, and over 18,000 are enrolled in the cardiac program. American Healthways was the first in the industry to submit its outcomes-based care enhancement programs for review. The Outcomes Verification Program brings together resources and research faculty from the Johns Hopkins schools of Medicine, Nursing and the Bloomberg School of Public Health.

Welcome to the School of Accountancy website. The following are some current news about the School.
    OUR PROGRAM
Effective June 1, 2002, an applicant for a CPA license shall have at least 150 semester hours of college credits. As more states, including Hawaii, have included the "150 hours" requirement in their criteria for a CPA license, we have seen an expansion in the demand for the Master's of Accounting (Macc) degree. With this new requirement in mind, the School of Accountancy has recently revised its Master's of Accounting program to meet this demand. We encourage application from students with an undergraduate degree in Accounting, or in other business and non-business fields.
    OUR STUDENTS
Congratulations to our Outstanding Accounting Students who received various academic and scholarship awards during 2001-2002.

Biological Monitoring The Hawaii Vegetation Monitoring Steering Committee has designed these monitoring web pages to assist natural area managers in thinking through the many decisions that must be made to specifically design monitoring projects for their sites, resources and issues. Effective monitoring is not easy. It requires a commitment of time and a willingness to think through alternatives during planning and design. You will find that increasing time spent in design will reduce total monitoring costs by making monitoring more efficient and effective. Above all, we hope to help you avoid wasting time on a monitoring project that fails to yield results useful for management decisions. Resources to Guide Decision Making:
    • Hawaii Vegetation Monitoring Steering Committee
The steering committee was formed to assist monitoring efforts by designing workshops and developing resource materials. If you need assistance with experimental design and statistics, the steering committee can direct you to advisors who are willing to talk or meet with you about your new or on-going monitoring project.

OFFICE OF THE AUDITOR STATE OF HAWAII Home About the Office Reports Contact Us Report on the Judiciary's Implementation of the Recommendations in the Management and Financial Audit of the Judiciary Report No. 90-10 Summary Over the years, Hawaii has pursued the ideal of an efficient, unified, and independent judicial system. The Hawaii Judiciary is a branch of government coequal to the legislative and executive branches. It has received strong support from the Legislature. To ensure that it was being administered effectively, the Legislature in 1988 requested the Office of the Legislative Auditor to conduct an audit of the management, operations, and expenditures of the Judiciary. In response to that request, the auditor in January 1989 issued its report, Management and Financial Audit of the Judiciary of the State of Hawaii. The audit found numerous problems in the administration of the Judiciary. The Judiciary did not have a clear structure of management authority and responsibility. Policies were inadequate and often ignored, and the numerous management responsibilities were not being carried out. The audit found deficiencies in the Judiciary's management of caseflow, records, information systems, personnel, court related programs, and financial operations. To remedy some of its past problems and to meet the growing demands placed on the court system, the audit report recommended that the Judiciary look to ways to improve its administration and management. It recommended that the Judiciary differentiate between the authority of administrative judges and those of the administrative director. The report emphasized the need for policies to guide action and decision-making. It recommended a policy on organization that would require all parts of the Judiciary to have accurate descriptions of their functions, staff, and reporting relationships.
