12.01 Administration

A. The USHGA has established a three-tiered system of requirements for tandem ("two-place" or "dual") flying: Tandem 1 and Tandem 2 for recreational tandem flying, and Tandem Instructor for instructional tandem flying. These requirements are in addition to those established by the Federal Aviation Administration tandem exemption. B. All necessary information will be distributed and administered by specially designated USHGA Tandem Administrators and Tandem Instructors. Tandem Administrators are appointed by the Tandem Committee. A study guide and flight and written examination requirement information packages are available from the office of the USHGA. 1. New appointment requests for Tandem Administrator shall be recommended and presented to the Tandem Committee by the applicant's Regional Director.
2. Regional Directors may not issue Tandem ratings unless the Regional Director is also a Tandem Official. C. The Tandem 1 rating involves minimal requirements and regulation, as this form of flying takes place only between qualified and consenting USHGA rated pilots. This rating is authorized by Tandem Instructors after administering the written examination and witnessing the proper flight skills utilizing the designated launch method.*

The Hang Gliding 100 Flight Plan
Quite possibly, the best hang gliding curriculum you can take. A comprehensive package offifteen or more lessons designed to bring the realm of high-altitude solo hang gliding to the new student pilot. All necessary rental equipment is included at no charge as the trainee completes a Beginner(Hang 1) and Novice (Hang 2) lesson program by combining hill training and tandem instruction at our facilities near Whitewater, Wisconsin. During the hill training sessions, the student will become familiar with the training glider during the first two to three lessons. With this lightweight, easy to fly training glider, beginner classes are easy and enjoyable. The student will learn the basics of setup and breakdown, pre-flight inspection, and enjoy beginner flights from the very first day. Within a few days, the trainee will earn U.S. Hang Gliding Assn. Beginner Certification and then progress toward the next step, Novice Certification. Finally, transitional lessons complete the curriculum as the student learns to fly one of several brands of recreational double-surface gliders, as the needs of the individual may vary. A total of 90 flights during hill training meets one of the requirements for the Intermediate (Hang 3) certification. Students are encouraged to attend hill-flying classes often.

All Hang Gliding FAQs on Getting Started
Questions you may have about getting started Hang Gliding:
  • What is hang gliding, what is a hang glider? Is hang gliding the same as parasailing, parachuting? How is hang gliding different from paragliding? What can you do with a hang glider? ... What should you look for when signing up for a lesson?
  • What is hang gliding, what is a hang glider?
Hang gliding is one of the simplest forms of human flight. A hang glider is a non-motorized, foot-launched wing. A Hangglider has a rigid frame maintaining the shape of the wing, with the pilot usually flying in a prone position. The hang glider wing is constructed of rip-stop nylon or mylar over an aluminum frame. Hang gliders are controlled by shifting the pilot's weight with respect to the glider. Pilots are suspended from a strap connected to the glider's frame (hence the name "hang" glider). By moving forward and backward and side to side at the end of this strap, the pilot alters the center of gravity of the glider. This then causes the glider to pitch or roll in the direction of the pilot's motion and thus allows both speed control and turning. With a hang glider, you can fly like a bird, soaring upwards on currents of air. Hang gliders routinely stay aloft for 3 hours or more, climb to elevations of 15,000', and go cross-country for vast distances.

    Hang Gliding at Mount Wilson
Mount Wilson is also the site for recreational activities. People use the parking area as a lauching point for hang gliding. Occasionally, thermals near the mountain will lift gliders well above the elevation of the mountain and above the observatory.
    Historical Highlight
(by Don Nicholson) Years before hang gliding from the summit of Mount Wilson became a popular sport, there were at least two glider flights made from the mountain. The first, in 1928 or 1929 and at which I was not present, was from the hill just to the northeast of the 100-inch dome. Here a fire-break led down the hill passing between two tall pines. The glider was a primary trainer, the pilot seated out in front of the wing without benefit of enclosed fuselage. Launch was accomplished by a ground crew who stretched a long shock cord attached to the front of the glider which was held in place by two or three men at the tail. Upon a signal from the pilot, the glider was released, propelled forward by the energy stored in the shock cord. The pilot successfully steered his craft between the two pines, clearing them by only a few feet. He then soared out over the canyon before turning to the right and gliding down over Little Santa Anita Canyon to an uneventful landing in the valley below. The second flight was made in the summer of 1931. It was to be a more ambitious effort with the launch from Signal Point (near where hang gliders have recently been operating). This glider was an intermediate trainer with an open cockpit. It was by no means a sailplane, but was capable of rudimentary soaring. The pilot planned to gain altitude by riding the updrafts in Eaton's Canyon until he gained enough height to glide (he hoped) to Catalina Island some 60 miles away. A wooden ramp was constructed on the slope below the Point. The glider was firmly anchored at the top of the ramp by bailing wire attached to the tailskid. A shock cord hooked to the front of the fuselage was tied to a rope which led down the ramp, through a pulley fastened to a braced post, and back along a short road where it was tied to the back of a truck.

The lower Owens Valley is well-known among flying enthusiasts worldwide for "Big Air", powerful bone-jarring turbulence and record breaking flights. During the warmer temperates of summer the valley creates conditions perfect for altitude gain and open distance flying. Many world records have been achieved by sail planes, hang gliders and paragliders. Flying here is a serious proposition, having some of the strongest lift anywhere which can lift pilots to altitudes of 18,000 feet where oxygen starvation and cold are risks it is not for beginners. Spring and Fall offer the best flying conditions for everyday recreational hang gliding and for those seeking an introduction to flying in thermals, and cross-country flights. The winter months can offer calmer flying conditions better suited to training for the less experienced. The normal flying season is Memorial Day through Labor Day. During this period there is a Porta-A-Potty available.

    Market Analysis Consumer profile
Two significant market segments emerge from our market research with two subgroups each I. International arrivals
    A. Standard or traditional international travelers aged between 31 and 50 years on package tours. Typically they originate in the US, Chile, Germany, Argentina, Spain, Italy and France. Target destinations are Peruvian tourist sites promoted abroad. Travelling on vacation, they favor well organized packages to get the most out of their Peruvian experience. B. Adventure travelers arrive in Peru to make their own travel arrangements. Basically originating in the same countries named above, their age fluctuates between 18 and 40 years. When travelling they seek for thrills, fun and the freedom to change their plans at will. They also travel on lower budgets. II. Peruvian travelers
    A. A segment of trend-following young Peruvians aged 18 to 24 in the high and middle income levels who look for new ways of recreation. About 40% of travelling Peruvians (32% of the young population) travel with friends during vacations or for recreation; recreation is the main expense for 38% of this group.
