    (wto) September 15: Day of Action against the WTO!
    Mark your calendar for the international Day of Action against the World Trade Organization (WTO), September 15, 1999. There will be simultaneous press conferences around the world, call-in campaigns to members of Parliaments/Congress, protests, hearings and teach-ins etc., to launch the international campaign against a "New Round" in Seattle. We will also release the international sign-on letter (included in this e-mail). The letter now has 800 organizations signed on to it - we are shooting for 1000 by September the 15th, and we need your help to circulate it amongst your networks and contacts. The letter has been translated into Spanish and French, and you can find these versions at http://www.onelist.com/shareddir/StopWTORound/

    Mr. Chairman and members of the committee: Thank you for calling this important hearing to discuss how the Administration's various components are working together to implement our international law enforcement policies and programs. The departments and agencies represented here each play an important role in our endeavors as do many federal offices and organizations which are not present. Our success at insuring a safe and secure environment for our citizens depends on how well we organize and coordinate our efforts. In this context, I am happy to share with you the State Department's assessment of expanded U.S. Government law enforcement efforts abroad, including that which is contemplated by the FBI. The Threat and Policy Response
    The collapse of communism, and the emergence of open markets and open societies hold great promise for American citizens. Not only are Soviet missiles no longer targeted at American cities, but our goods and services are sold in all parts of the world, and we continue to lead the largest collection of democracies in the world's history. If we are to secure the benefits of peace and prosperity for our citizens, the United States must continue to lead in the coming century.

    Rehabilitation centres and programmes worldwide Central to the work of the IRCT is the interaction with rehabilitation centres and programmes worldwide. Victims of torture 20 years ago comprised a group of people whose needs were ignored, neglected, and undocumented. Currently, nearly 200 rehabilitation centres and programmes exist with the primary objective of addressing the health care needs of victims of torture. The map below illustrates the countries in which rehabilitation services are available at one or more locations. A continuous increase has been seen during the past few years in the establishment of new centres and regional satellite centres. A central IRCT priority has been to organize and support fora in which workers in this field can meet and exchange experiences. The network is of great significance because of the relative novelty of the field, and because of the scarcity of funds that are available for both rehabilitation and research. This makes cooperation imperative. The Network Coordination Division of IRCT carries out activities that aim to strengthen global and regional interaction and cooperation. These activities include meetings, workshops, seminars, and surveys. Results of the annual survey are presented in the publication "Rehabilitation of Torture Victims - 1997 Update on Centres and Programmes Worldwide", which outlines the activities of 94 rehabilitation centres and programmes in 49 countries. Thus, consolidating and strengthening the network serves several purposes. Consolidation furthers the development of methodology relating to rehabilitation of victims of torture, and collective efforts make a larger impact on decision-makers who are addressed in the process of advocating for rehabilitation of victims of torture.

    Peace Brigades International (PBI) is a non-governmental organization (NGO) which protects human rights and promotes nonviolent transformation of conflicts.
    When invited, we send teams of volunteers into areas of repression and conflict. The volunteers accompany human rights defenders, their organizations and others threatened by political violence. Perpetrators of human rights abuses usually do not want the world to witness their actions. The presence of volunteers backed by a support network helps to deter violence. We create space for local activists to work for social justice and human rights.
    Where does PBI work?
    Currently, we have volunteers protecting human rights activists in Colombia Indonesia , and Mexico , as well as a project restarting in Guatemala and a joint project with other organizations in Chiapas, Mexico
