Before U.S. Secretary of State Colin Powell presents evidence on Iraq's weapons programs and terror links to the United Nations on Wednesday, the Bush administration should respond to allegations that intelligence has been obtained from detainees through torture, Human Rights Watch said. Recent reports indicate that at least some of the evidence Secretary Powell intends to present was derived from interrogations of detainees held by the United States and its allies in the war on terrorism. A December 26 article in the Washington Post quoted unnamed officials of the Bush administration suggesting that al-Qaida suspects have been tortured or mistreated in U.S. custody in Afghanistan, and that others have been rendered to countries where the United States knew they would likely be tortured. Since the publication of that article, no U.S. official has disavowed its assertions or announced any corrective measures. In a letter to Secretary Powell, Human Rights Watch asked him to declare that any U.S. official guilty of such practices will be held accountable, that the United States has no interest in intelligence obtained through torture and other internationally condemned techniques, and that Washington will not turn over detainees to countries where they are likely to receive such treatment.

Comments by the Director-General to US NGOs The following is a summary of the introductory remarks made by the Director-General, Mr. Renato Ruggiero, at a meeting he held in Washington D.C. with a group of US non-governmental organizations. The Director-General welcomed the various representatives of civil society and thanked them for accepting the invitation to participate in this dialogue between the WTO and US based NGOs. He pointed to the importance of the meeting as another step in a series of meetings with NGOs from all over the world and reiterated his commitment to continue this process.
Mr. Ruggiero went on to outline the progress that the WTO has been making in Geneva in terms of increasing transparency and improving the dialogue with civil society. He emphasized that this process has benefitted greatly from the constructive engagement and contribution by the NGO community and that this demonstrates, more than anything, that the WTO and civil society to a very large degree share the same concerns and objectives. First, the WTO Secretariat now holds regular briefings for NGOs on specific meetings of the WTO. These briefings attract a good attendance from all segments of civil society and have proved to be useful for an open and frank discussion on all activities of the WTO.

'In the pipeline' PRIVATE groups in the United States are helping provide humanitarian, livelihood and other forms of support for the people of Basilan, the main theater of military operations against the Abu Sayyaf. Rigoberto Tiglao, spokesperson for President Macapagal-Arroyo, said Tuesday that the assistance from US non-government organizations in connection with Balikatan 02-1 was "already in the pipeline," and would be combined with resources to be allocated by the Philippine government through Task Force Gentle Wind. The task force led by the Department of Social Welfare and Development was formed to address the social component of the military campaign in Basilan, which is being handled by Task Groups Tornado and Thunder under Task Force Comet. Tiglao said the DSWD had yet to finalize a budget for its activities in connection with the RP-US war games.
