The CSO Network Japan, the U.S.-Japan Public-Private Partnership (P3) Initiative and the East-West Center co-organized the Second U.S.-Japan Civil Society Organization (CSO) Forum, May 21-22, 2001, at the East-West Center in Honolulu, Hawaii. This meeting followed the first Forum, held January 17, 2000. Over 100 people participated this year, compared to 70 last year, demonstrating the strong and growing interest in U.S.-Japan cooperation to address global challenges.
Summary of Discussions
Through well-structured presentations and discussions in the two-day Forum, the following points were addressed:
  • The participants recognized that Japan and the United States, accounting for almost half of all foreign aid and an influential share of global economic activity and foreign investment, have a primary responsibility to provide leadership in solving global issues.
    The participants recognized that many Japanese non-governmental organizations (NGOs) have been working in various countries (especially in Asia) and stand ready to develop collaborative projects with other CSOs and government agencies and the business sector, including with organizations in the US and developing countries.

The U.S. military has been providing humanitarian assistance to Laos since 1991. A view of the irrigation pumps installed in Savanakhet Province in 1996 by U.S. Navy Seabees and the Civil Affairs Liaison Team (CALT) to provide water for growing rice. Over the last 15 years, while the rest of the Southeast Asian economies expanded, Laos (the Lao People's Democratic Republic) was left behind. For various reasons, the tiny landlocked country was hesitant to allow other countries' and U.S. assistance to help overcome the effects of war and decades of economic stagnation. In 1991, with the construction of a rural school, the U.S. armed forces began providing humanitarian assistance to Laos. Over the next five years, U.S. soldiers constructed nine rural schools, installed four large water pumps for irrigation, and renovated one district hospital. As the need for continuing humanitarian assistance in Laos became more apparent, the Lao government requested additional support. As a result, in 1996 U.S. Army civil affairs soldiers from B Company, 96th Civil Affairs Battalion established a Civil Affairs Liaison Team (CALT) at the U.S. Embassy in Vientiane. Their mission was to assist the American Embassy by coordinating U.S. humanitarian assistance projects, and to provide liaison with Laotian officials in support of ongoing projects. The four-man team was trained in Asian cultures and languages, in addition to their expertise in civil-military operations.

Aid charity Oxfam will refuse to accept government funds to finance its humanitarian work in Iraq if the UK goes to war. Oxfam says it wants to avoid being used as "an instrument of foreign policy" in the event of military action in Iraq, and has agreed an internal statement that commits it to preserving its impartiality. It follows increasing concerns among aid charities that state funding will bind them to US and UK military and political agendas on Iraq and compromise their ability to operate freely in the country.

In 1997, the government passed a law that outlined the many services to be provided for the displaced, but did little toward implementation. The government shifted assistance to the displaced from agency to agency, resulting in confusion, false starts, and bureaucratic entanglements.
Finally, in 1999, the government transferred responsibility for helping the displaced to the Red de Solidaridad Social (Social Solidarity Network, hereafter the Red ). A national public entity directly under the administration of the Office of the President, the Red Red has formulated plans for projects aimed at helping longer-term displaced persons to support themselves, but says it lacks funds for implementation.
A January 2001 report by the Theme Group on Displacement (TGD), a body comprised of UN agencies and other international organizations working in Colombia under the coordination of the UN High Commissioner for Refugees (UNHCR), is scathing: "The action of the State has been limited and sporadic compared to the seriousness of the phenomenon of displacement. Moreover, most of the [government] agencies mandated to provide assistance to displaced populations have shirked their responsibilities." In its 2001 "Annual Report on Human Rights Practices," the U.S. State Department found that "The Government has no systematic program or budget to make adequate provisions for humanitarian assistance to the displaced."

Manipulation of Good Intentions.
The tension between government and NGOs is growing with each passing day with no end in sight. Some NGO sympathizers are spreading the misconception that the government has taken the task of eradicating NGOs altogether, whereas the government shows concern over the out of control foreign finance of local research and activities undertaken by the NGOs. Some recent incidents and emerging trends in the NGO sector have also reminded the government of the English proverb about how whoever pays the piper picks the tune. The two-way suspicion is the direct result of lack of policy and practice, which could foster a more conducive environment for positive NGO contribution to development. Some of the high ranking government officials have publicly criticised NGOs of working against the country and not only threatened to take stern action against the "ghost NGOs" but also materialised their threats with canceling registrations of 273 NGOs in Sindh and 71 in Islamabad "due to inactivity." Undoubtedly, NGOs are major contributors to development processes but all of them are not alike and the government gets suspicious when instead of playing operational role, the NGOs start playing the oppositional role.

    Civil society groups from around the world call upon the 145 WTO member states and their trade ministers to follow transparent and inclusive procedures and reject the use of 'unofficial' and exclusive mini-ministerials in the run-up to the WTO's Fifth Ministerial in Cancun and of Green Room meetings during Cancun. Participation in these mini-ministerials and Green Room meetings is by invitation only, and includes about twenty-five countries, yet they discuss critical WTO matters affecting all member states. The use of such exclusionary meetings to build consensus among the few which is then presented to the majority as a take-it-or-leave-it package, must be rejected by WTO member states as clearly undemocratic and in violation of the one-country-one-vote and consensus system of the WTO.
