To the New President and 107th Congress: We need to change the way we think about dams in this country. Most dams in the United States were built to serve important social purposes. We know, however, that social goals change. We also know that dams do not last forever. The needs of the country that built stirring monuments to engineering such as Grand Coulee, Hoover and Glen Canyon Dams have changed. But the purposes and uses and facilities for most federal dams are set the day they are authorized and never change. We build them and then seem to forget that the world around them changes. The federal government owns at least 1932 significant dams . Most of these were authorized, designed and built decades ago, some almost a century ago. Some of these dams no longer serve the original purpose for which they were built. For most, the effect they have on rivers, fish and wildlife has never been examined closely because they were built long before the development of scientific environmental impact analysis. We know that these dams do indeed have significant environmental impacts - the litany of threatened and endangered species listings, declines in river-dependent fish and wildlife, and problems with water quality leave little doubt. If we now examined those almost two thousand major federal dams, we would be able to find many ways to improve their performance. In many cases, troublesome environmental impacts caused by dams and water projects can be mitigated simply by changing operations - changing the timing of water releases or using modern hydrological analysis to optimize benefits. In some cases modernizing facilities - installing efficient turbines and generators, eliminating wasted water and power, or installing fish ladders - can increase benefits. In a small number of cases those impacts are simply the price paid for the benefits and we either accept the cost or remove the dam.

HEALTH-US: NGOs Challenge Government on Cow Hormone
By Danielle Knight WASHINGTON, Dec 17 (IPS) - Environmental, health and consumer groups have begun preparing a legal challenge against a cattle hormone approved by the U.S. government, which they say could increase the risk of certain cancers. In a first step toward a lawsuit, more than 10 groups Tuesday submitted a petition to the U.S. Food and Drug Administration (FDA) demanding that it withdraw its approval of the hormone, known as rBST, rBGH, or Posilac. The petitioners included Greenpeace International, the Washington-based International Center for Technology Assessment and the Humane Society. The new challenge came after six scientists at Health Canada, that country's health ministry, identified gaps earlier this year in research done on the public health safety of the rBST. Since its approval in 1993, U.S. farmers have been using the hormone, genetically manufactured by the Monsanto corporation, to increase milk production in cows. Between 10 and 30 percent of U.S. farmers reportedly use rBST, whose use is still prohibited in Europe and Canada.

More than 20 US non- governmental organizations (NGOs) have signed on to a letter to senior officials of the new George W. Bush administration protesting the selection of the Gulf kingdom as the site for the World Trade Organization meeting, scheduled for early next November. A similar letter is now circulating to groups outside the United States for their endorsement. With a history of intolerance for dissent, according to the US groups, Qatar would be unlikely to permit NGOs and other WTO critics to demonstrate against the WTO and its policy decisions. "Either the Government of Qatar must pledge that free assembly will be respected, including for its own citizens and foreign visitors," the US statement says, "or the WTO must find another location." One problem faced by the Geneva-based WTO, however, is that no other nation has volunteered to host the next WTO ministerial. The last meeting, in Seattle in late 1999, made international headlines after police attacked thousands of peaceful protestors in apparent retaliation for vandalism by small groups of self-styled anarchists. Seattle suffered several millions of dollars in property damage, as well as a permanent black eye on its dignity and public image. At the same time, it gave its name to the so-called "Seattle Coalition" an agglomeration of environmental, consumer and development groups, worker rights organizations, and labor unions which has since mobilized in Washington, D.C.; Windsor, Ontario; and Prague against what it says are the corporate-led agendas pursued by the WTO and other Western-dominated multilateral agencies, such as the World Bank and the International Monetary Fund (IMF).

Text: U.S. Government To Fund NGOs Providing Assistance To Afghanistan
NGO project guidelines listed in PRM fact sheet The State Department's Bureau of Population, Refugees, and Migration (PRM) will begin reviewing proposals from non-government organizations (NGOs) to provide humanitarian assistance to Afghanistan, according to a PRM fact sheet released February 11. PRM's funding for NGOs in Afghanistan will focus on reintegration assistance for Afghan returnees; emergency relief for Afghan refugees who arrived within the last 2 years; and assistance to old-caseload refugees, according to the fact sheet. The PRM guidelines, intended to help NGOs prepare proposals, are listed in "FY2003 PRM Guidelines for NGO Projects: Emergency Relief for Afghan Refugees and Returnees." Although PRM relies on the United Nations High Commissioner for Refugees (UNHCR) and other international organizations to provide humanitarian assistance to refugees and returnees, it also provides direct funding to a number of NGO programs "to fill critical gaps," said the fact sheet. "The U.S. Government," said the fact sheet, "has consistently been the leading donor of humanitarian assistance to Afghans and provided over $530 million in fiscal year 2002 alone." PRM, which has the lead role within the State Department for responding to humanitarian emergencies, "contributed over $145 million for programs benefiting Afghan refugees, returnees, internally displace persons (IDPs), and conflict victims," the fact sheet added.

To Our Steadfast People,
To Our People Rooted in the Land of Palestine,
Jenin al-Qassam, the site of the massacre, heralds the voice of Palestinian sacrifice and dignity from among the stench of the war crimes committed in this steadfast and heroic camp. In each Palestinian town, village and refugee camp, this voice is carried by our determination to survive, to challenge the policy of genocide, to rise above the dust of destruction and to remain steadfast in pride. Despite the bloody crime and despite the silence of the world, there is no surrender. The people of the Jenin refugee camp have refused to receive the aid sent to them by the US government and its agency USAID.
The massacre was committed with US approval and weapons, which killed our people and fighters and destroyed our homes, are weapons made in the United States. The crime committed is large and extensive. Its traces cannot be erased by the aid and assistance which is now being provided in order to humiliate our people and to desecrate the blood of our martyrs. All our greetings and all our respect to the people of Jenin, who have returned this aid to its owners, partners in the crime.

Introduction
The overarching goal of U.S. policy toward Cuba is to promote a peaceful transition to democracy on the island. To that end,policy is proceeding on a multi-faceted track: pressure on the regime for change through comprehensive economic sanctions; outreach to the Cuban people; the promotion and protection of human rights; multilateral efforts to press for democracy; and migration accords to promote safe, orderly and legal migration. In 1996, USAID awarded the first grant aimed at promoting democratic transition in Cuba. The grant was awarded pursuant to the authority provided in the Cuban Democracy Act of 1992 which authorizes the U.S. government (USG) to provide assistance "through appropriate non-governmental organizations, for the support of individuals and organizations to promote nonviolent democratic change in Cuba." The Cuban Liberty and Solidarity (LIBERTAD) Act of 1996 further elaborates the types of assistance and support the President is authorized to provide for individuals and independent non-governmental organizations (NGOs) to support democracy-building efforts for Cuba. Such assistance includes: published and informational mattere.g. books, videos, and cassetteson democracy, human rights and market economies; humanitarian assistance to victims of political repression, as well as their families; support for democratic and human rights groups in Cuba; and support for visits and permanent deployment of independent international human rights monitors in Cuba.

In its announcement of the World Summit on Sustainable Development, the United Nations called on each member government to organize National Preparatory Committees to engage citizens and other stakeholders in the process. While many countries willingly responded, the United States declined. In the absence of government leadership, the Citizens Network and several other civil society organizations have formed an ad hoc US Citizens Preparatory Committee (USCPC) to encourage public participation, collaboration and sharing of information about the Summit. In past months, the Committee has organized a series of public meetings, including consultations with government delegates and strategy meetings of US NGOs to foster informed citizen preparations for the Summit, highlighted the efforts various US organizations are undertaking for the Summit, and set up listserves for announcements and discussion. In the UN Secretary-General's review of progress in WSSD preparatory activities, CitNet and the US CPC was highlighted on page 3 (

The Environmental Services Directory for Washington State is a business-to-business directory of environmental services, products, and information sources available in Washington State. First published in 1990, it became part of the Washington State Department of Ecology (WDOE) technical assistance program in 1996. Today it is the most widely distributed and used directory of its type in the United States.
The directory lists more than 500 companies, organizations and individuals in more than 100 categories. Environmental services, environmental consultants, environmental testing agencies, and environmental companies of all sorts are listed. Categories include air and water quality, environmental testing services, solid waste, hazardous waste management, recycling, soil and groundwater remediation, technology development, education and training, health and safety, pollution control, emergency response and natural resource management. Americans at WSSD upset with US adminstration US NGOs and CitNet members at the WSSD have been involved in many
activities at several levels. Workshops, caucuses, lobbying, advocacy,
protests, and networking have been happening at all the major venues. In
addition, an increasing frustration and outrage has emerged with the
obstinant actions and decisions being made by the US delegation in
negotiations. We've been working to link US NGO efforts into a broader US NGO campaign.
On Friday, we organized the first US NGO caucus meeting, held at 3:00 PM,
inviting all US NGOs at the summit to report and strategize on collective
US NGO actions. A wide variety of NGOs participated, representing a range
of views and ideas. The fervent energy emerging from the discussion revealed the frustration and wide gap between the administration and the majority of American NGOs here. Of more than 100 US NGOs in the meeting

NGOS ASSAIL US EFFORT TO DERAIL TOBACCO TREATY
GENEVA The corporate accountability organization Infact joined other US-based NGOs including the American Lung Association today in condemning the US role in this week’s second round of negotiations toward a Framework Convention on Tobacco Control (FCTC). This landmark treaty could set global limits on the tobacco industry’s advertising and promotion, and curtail its political influence by prohibiting lobbying on public health measures. Last week US Attorney General John Ashcroft announced he would not pursue the funding requested by Justice Department lawyers for the federal government’s lawsuit against the tobacco industry. This week US negotiators have moved to weaken the FCTC-a move that could imperil the treaty, according to activists observing the talks. “The US delegation is taking a position that’s out of step with American public opinion, and arguing to water down the treaty so much that it would be meaningless,” said Infact Associate Director Lucinda Wykle-Rosenberg. Infact and other members of the Network for Accountability of Tobacco Transnationals, which includes 65 consumer, human rights, environmental, faith-based, public health and corporate accountability NGOs from 40 countries, are pushing for the treaty to limit the political influence of tobacco corporations, their subsidiaries and agents. “The Bush administration is playing right into the hands of Philip Morris and the other tobacco giants. The US role shows exactly why the FCTC must limit the influence of Big Tobacco over public health policy,” Wykle-Rosenberg continued.
