October 25, 2002
A special meeting of the University of Florida Board of Trustees was held on Friday, October 25, 2002 at 2:00 p.m. by telephone conference call for the purpose of discussing two proposed amendments to the Florida Constitution. Board Chairman Marshall Criser welcomed the trustees to the meeting, stating that the purpose of the call was to discuss proposed constitutional amendment 9 pertaining to public school class size and proposed constitutional amendment 11 pertaining to public higher education governance. The assistant secretary established that a quorum was present at the meeting, with trustees Daniels, Dasburg and Thweatt unable to attend due to unavoidable conflicts. Mr. Criser then requested that President Charles Young provide his thoughts regarding amendment 9. President Young stated that he believed it is appropriate for the Board of Trustees to take a position on the issue because the high costs attendant to amendment 9 will reduce available budget monies for other programs. President Young pointed out that amendment 9 would reduce the choice of the variety of reforms that could be implemented by educators to improve the public school system. He recommended that the Board of Trustees articulate reasons for its adoption of its position so that the Board cannot be accused of being against quality education in Florida.

Florida Fails Children of Miami-Dade County
"Our anticipated gains in the number of foreign-born students alone will require us to build one elementary school a month just to keep up," Roger C. Cuevas, Miami-Dade County school superintendent, told Education World. But a Florida grand jury recently found that the state's formula that funds new school construction doesn't recognize the county's unique needs created by its large immigrant population. Legislators counter the grand jury's finding, questioning whether Miami-Dade has been wisely spending the money it gets from the state. A Florida grand jury is accusing the state of breaking its own law by not providing enough money to educate its children properly. The accusations are detailed in a recently released report, Miami-Dade County's Public Schools: An Education in Differences , which cites Florida's inadequate funding as a "futile attempt to fit the number of students enrolled into [Miami-Dade County's] existing facilities as nothing less than shameful."

Florida Meets the School-To-Work Challenge
The School-to-Work Opportunities Act of 1994 made funds available so that states could establish their own school-to-work programs. As a result, hundreds of programs have been developed nationwide. Read about one state's response and learn how a fully implemented school-to-work program might progress from elementary through high school. EDITOR'S NOTE: This story is the continuation of a story that appeared on Education World's ADMINISTRATORS page last week. You might want to go back and read that story: School-to-Work: Connecting Schools and Career Decision-Making In 1995, Florida was awarded a five-year, $54.6 million grant, funded by The School-to-Work Opportunities Act of 1994, to implement its school-to-work initiative. That grant, managed jointly by the Florida Department of Education and the Florida Department of Labor and Employment Security, has resulted in the development of a number of programs designed to provide students with the means to achieve economic independence and to provide employers with a competent and competitive workforce. "These school-to-work programs motivate kids by allowing them to relate and apply what they're learning and by helping them to make intelligent choices about what they want to be," John Casbarro, regional coordinator in Florida of the KAPOW (Kids and the Power of Work) program, told Education World.

Northern right whales in the Atlantic winter off the shores of Georgia and Florida. This is their calving grounds, where female whales give birth. Whales don't eat during this period. Instead, they live off huge fat reserves that they've built up by eating tiny ocean plankton and small fish during the summer. If that sounds like a lean diet, consider that they grow up to 60 feet long and weigh 100 tons! In late February, the whales take off for the trip north, with the males out front and the females and their calves following at a slower pace.
