Subpart A - General Provisions
517.01 General Provisions
a Introduction
WHIP is administered by the Natural Resources Conservation Service (NRCS). The program offers technical and financial assistance through long-term agreements to create, restore, and enhance wildlife habitat. For the purposes of this program, the term "wildlife" means birds, fishes, reptiles, amphibians, invertebrates, and mammals, along with all other non-domesticated animals. The term "wildlife habitat" means the aquatic and terrestrial environments required for wildlife to complete their life cycles, including air, food, cover, water, and spatial requirements.
b Objectives
WHIP objectives are to:
  • Enter into agreements to provide financial assistance in the form of cost-share payments to enhance habitat on eligible land for:
    • Upland wildlife Wetland wildlife Threatened and endangered species Fisheries Other types of wildlife
Provide program participants with technical assistance and educational materials regarding wildlife habitat needs.

General Endangered Species Information
My Top 3 Picks
EE-Link Endangered Species This is a good place to start searching for endangered species information on the Web. It is a compendium of information, utilizing both information from EE-Link and links to other sites. It has images and maps, links to lists of endangered species, links to great factsheets about particular species, links to the text of pertinent laws, curricula for classroom study, and more. U.S. Fish and Wildlife Endangered Species Page This page contains information and updates on USFWS programs, their Endangered Species Bulletin, the text of the Endangered Species Act, and some impressive lists of endangered species. These list have detailed information about the species' situation and in some cases have links to pictures and detailed species accounts with references. World Wildlife Fund The WWF's homepage has a lot of information on their programs and projects, including their Living Planet campaign. It also has a catalog of their education resources, a "biodiversity IQ quiz," a multimedia section, and information on some specific species. There are sites for the WWF's chapters in many countries and in languages other than English. The site is searchable. Alberta's Endangered Species Includes habitat information, species information with illustrations, maps and links, information about the proposed Canadian Endangered Species Act, and lists of Canadian wildlife and endangered species organizations.

    Endangered Species
The U.S. Fish and Wildlife Service manages the listing of endangered and threatened species under the Endangered Species Act. A searchable list of endangered and threatened species by state and county is provided for those seeking coverage under the NPDES storm water program, particularly those in the construction industry and other industrial categories listed in the storm water regulations (40 CRF 122.26 (b)(14) [PDF Format] To receive permit coverage under the Construction General Permit or the Multi-Sector General Permit [PDF Format] , applicants must assess the potential effects of their storm water discharges and storm water discharge-related activities on listed species and their critical habitat. To make this assessment, applicants must follow the steps outlined in Addendum A of those permits prior to completing and submitting a Notice of Intent (NOI) form. Section IV of Addendum A contains a county-by-county list of listed endangered and threatened species ("listed species"), and proposed endangered and threatened species ("proposed species"). However, since that list is dated, applicants must also check with other sources for updated species and habitat information. This webpage provides a more recent and searchable version of the list of species. Specifically, this list replaces EPA's endangered species list that was referenced in the permit at http://www.epa.gov/owm/esalst2.htm. Only counties with endangered or threatened species are included in the list.

H unters, fishermen and trappers have financially and politically supported the conservation of game and furbearing species since the early 1900s. But what about nongame wildlife and those species considered endangered or threatened? How are they managed and conserved, and who supports them financially? Although Nebraska's Nongame Wildlife Program began in 1971, financial support was quite limited since hunter license monies could stretch only so far. Significant development of the program did not occur until the Nebraska Legislature passed the Nongame and Endangered Species Conservation Act in 1975. That act established the policy that the state shall conserve nongame species, and species determined to be endangered or threatened, for human enjoyment, for scientific purposes, and to ensure their continued existence as a part of our natural world. With the act came financial aid from general tax revenues that allowed the nongame program to take root and grow. Now the general public, not just the hunter or fisherman, was helping preserve a resource from which all of us receive benefit. Since the nongame program involves a wide range of species and the problems and questions needing solutions are many and varied, financial aid from general tax revenues provided only a start toward the total

Headwaters Ancient Forest Complex Headwaters Forest is the largest remaining unprotected old growth redwood forest in the world. This forest complex (over 50,000 acres) is located on the Northern California coast, (near Eureka) about 300 mi north of San Francisco. Headwaters is the last remnant of an ancient redwood ecosystem that once extended unbroken from Oregon to Central California. Headwaters is critical habitat for many species, several of which are threatened or endangered. The marbled murrelet, the coho salmon, the Northern Spotted Owl, the marten, the goshawk, the Olympic salamander, and a variety of other flora and fauna live in Headwaters. The Headwaters Ancient Forest has many sites supporting preservation; these include:
