HR 5033 would divert as much as $45 million in public funds to private and religious schools, while doing nothing to improve public education in the District of Columbia. Vouchers are neither needed nor wanted in the District of Columbia. Programs to improve student achievement in the District have already been implemented and are working. Citywide tests given in April show that District schools showed gains in reading in almost all grades, while more than half the District's schools reduced the number of students scoring below basic on the Stanford 9 Achievement tests, and one-third of District schools reduced the number of children scoring below basic in reading by more than 10 percent. A number of schools raised scores by more than 10 percent. Schools that fail to improve are closed, and reopened under new leadership, as happened to nine schools this year. Robert Ehrlich is wasting no time in forging ahead with his plans to bring real educational choice to Maryland in the form of charter schools. Some 39 states and the District of Columbia have charter school laws, which permit parents, teachers, colleges and other entities to open schools for students who are being poorly served by the public-school establishment. The public charter schools proposed by Mr. Ehrlich would be non-sectarian and have increased freedom to hire teachers and devise their own curriculum and policies.      Students in Maryland (one of just 11 states without any charter-school law) could greatly benefit from the competition that such schools would bring. Currently, Maryland spends more than $7,800 per student per year on education, putting it in the top third of spending among the states.       A key provision of the Ehrlich bill would authorize the state school board, local boards of education, institutions of higher education and other groups authorized by the state board to grant school charters. This greatly threatens the effective monopoly control currently enjoyed by local school boards, who have used this control to block charter schools from operating. The differences between the House and Senate Budget Resolutions for 2003 are now being worked out by a Conference Committee. The Senate Resolution includes a $2.5 billion increase for “No Child Left Behind” as compared to a cut of nearly $100 million in the House budget. The Senate bill allows for full funding of IDEA to be phased in over the next six years. Hearings on Reauthorization of IDEA Begin. On March 21, Senator Kennedy’s Health, Education, Labor and Pensions (HELP) Committee held a hearing on IDEA entitled “IDEA: What’s Good for Kids? What Works for Schools?” Safe Schools Environment Act (SEPA). While Congress went on its spring recess, staffers worked to reconcile the differences between the House and Senate versions of the Farm Bill which includes the SEPA legislation. SEPA addresses the use of pesticides in schools, and notification of families about its use. A vote of the Conference Committee is expected this week. Reauthorization of Office of Educational Research and Improvement (OERI).
