This case is exceptionally interesting and presents a truly compelling issue that is more than a little relevant to what is going on in America today.     Retail theft occurs every 4 seconds Theft from stores, including employee and vendor theft, costs retailers billions of dollars per year. Independent retail studies have estimated theft from retail stores costs the american public between 20 and 30 billion dollars per year. Depending on the type of retail store, inventory "shrinkage" ranges from .5% to 6% of gross sales. Remember, when a thief steals from a retail store, you the consumer also sufffer a loss. These losses are passed on to you! Believe it or not! Let's focus on to two areas where "shrink" (product loss) is greatest. Those being "shoplifting" and "employee theft". There is no question that shoplifters are the greater majority in numbers, but employee theft accounts for higher dollar value of loss, "shrink". Employees have been known to have stolen merchandise in excess of $50,000 before being caught, and most are. To combat these losses, Merchants have had to take extreme measures to reduce shoplifting. A variety of methods are now being used such as plain clothes floor detectives to observe and seek out the "shoplifters". Employee theft is more detailed. Some merchants employ "undercover personnel" through security agencies and place them among employees where they feel they can obtain the best information on who is involved in merchandise theft. This method is proving extremely successful. Of course, stores also use video surveillance cameras and electronic article surveillance devices, which are attached to the product and cause alarms to be set off should someone walk out the door without deactivation by the cashier.

    Uniform Crime Reports Uniform Crime Report subtitled Crime in the United States is the first major source of data for victimization. As it has been in the past, the UCR was full of problems. It has been overhauled and is now a more useful tool for victimologist in obtaining information. The new National Incident Based Reporting System (NIBRS) will track 46 group A offenses derived from 22 categories of crime. In addition to expanding the crime categories the new system will also be collecting additional information about each incident allowing for better analysis of the victim in relation to the offense. This information is still limited by one major factor - it remains only those offenses reported to the police. Victimization Surveys A. Parking operations at all public institutions of higher education in the State of Texas must be treated as "auxiliary enterprise" activities. In the State of Texas, state appropriated funds may not be used to construct, operate or maintain parking lots on university campuses.
