As you may be aware, I am the creator of SUMMERSVILLEPOLICE.COM in which I voice my outlook of the Summersville Police Department. While it is obvious that we have radically dissimilar opinions of how speeding regulations should be enforced, I am, nevertheless writing to solicit your opinion of your department's law enforcement tactics in enforcing speeding regulations within Summersville. Upon reading some legitimate news stories of the department it is stated that approximately eighty percent (80%) of the tickets issued by the SPD are issued to out-of-state motorist . Does the department, formally or informally, have any policies or guidelines in the granting of warning tickets or stopping local residents compared to out-of-state motorists. Moreover, I noticed that that Summersville does not report its crime data to the U.S. Department of Justices'

COPS 8 is a non-profit organization dedicated to Police Officers of New Orleans with a specific focus on the 8th District. The 8th District is a high density district that includes The French Quarter, The Marigny Triangle, and The Central Business District. Modeled after the COPS II program in the Second District, COPS 8 is comprised of residents, employees, business owners, and patrons of the 8th District.
Our mission is: "To support and to improve the quality of life for our 8th District Officers as they have improved ours". We intend to achieve this by doing activities such as: Providing meals during 8th District events such as Mardi Gras, Southern Decadence, and Bayou Classic. Provide Christmas gifts to all officers, such as flac jackets or other items that they may need to do their job and that the city does not provide. Funding programs or equipment that Captain Dabdoub, commander of the 8th District, requests and that the city budget has not provided for. Raising community awareness to the integrity and dedication of our officers.

    BY PENNY LOEB, WARREN COHEN AND CONSTANCE JOHNSON Above the blighted neighborhood of North Philadelphia in Germantown, George and LaVerne Butts purchased an abandoned house seven years ago. It was something of a beachhead. Banks weren't making loans in the North Philadelphia area, but the Buttses persuaded them to try. They had the law on their side. The law was called the Community Reinvestment Act. Passed in 1977, the CRA requires banks to meet the credit needs of their entire communities rich or poor, white or black. The law permits citizens to protest a bank's community lending record and win agreements for more loans. That's what the Buttses did. And thanks to their efforts, some 200 abandoned houses nearby are home now to families. Children play in the yards. The mortgages get paid on time. Few people dispute that federal fair-lending laws have had a positive impact on bank lending to the poor. But critics contend the lenders could be doing a lot more. They concede that blatant discrimination in which financial institutions literally drew a red line around entire neighborhoods deemed off-limits for loans and homeowner's insurance is rare today. But formal redlining, they argue, has given way to other practices that effectively impede lending to poor neighborhoods. Compounding the problem, banks have been closing branch offices, pulling up a crucial financial anchor of many communities.

    Numbers reflect progress; prison situation doesn't
    August 29, 2000 New statistics showing a 10.4-percent drop in violent crime last year the biggest in the 26 years such records have been kept are good news and sure to generate plenty of theories, postulating and political grandstanding. What they won't generate is much of an increased sense of personal security. That pervasive insecurity is behind some of the decline. People are doing more to avoid being targets. They drive tanks, keep cell phones at the ready, dangle tear gas from their key chains and invest in elaborate home safety systems. They fear strangers and won't shop where they don't see blazing lights and an army of uniformed guards. Video cameras peer from everywhere. Another factor you won't hear much bragging about is the swelling prison population now almost 2 million. The land of the free also has the world's highest rate of people behind bars or supervised by the corrections system, one in every 147 according to the latest study. Sentences are longer and the costs are staggering, but no one sees that trend reversing, and it's become acceptable. So while the numbers show a safer nation, we haven't solved the violence problem so much as denied it opportunity by bulwarking society and by locking away those who would disrupt it.

    J.W. Mason was a reporter for LBO when he wrote this piece; he's now working somewhere in DC. Suppose you could calculate the dollar value of the costs of crime - lost property, medical bills, missed work, pain and suffering - and figure out its total yearly cost to society? While "putting a dollar value on the suffering resulting from crime might seem cold and impersonal, such information is useful in the policy arena." For example, "is a patrol pattern that prevents a rape better than one that prevents three burglaries?" The answer, it turns out, is yes: 20.7 times better, in fact. Who would have guessed it? The quotes and figure come from "Victim Costs and Consequences: A New Look," a study by Mark Cohen, Ted Miller, and Brian Wiersema (CM&W) published with some fanfare by the National Institute of Justice (NIJ) this spring. This study, building on earlier work by Miller and Cohen, adds up seven types of cost (lost productivity, medical care, mental health care, police and fire services, social services, property loss and damage, and lost quality of life) for a dozen types of crime. The bill, by their reckoning, comes to $447 billion a year.

    All these problems aside, at least there are some dollar values to base the estimates on. But what about the "lost quality of life" of crime victims? Suffering has no market value, concede CM&W, but "[n]evertheless, these losses are real. Victims would pay dearly to avoid them." How can you measure the dollar value of something with no market price?

    They say that 83% of all statistics are lies. Think about that for a second. One of the largest things media outlets use to back their claims are statistics. It is absolutely incredible how many times a media outlet will quote a statistic and not credit where it came from. Further, they are fond of taking creative liberty with how they quote the article to suit their needs. Rather than taking the time to read and match conflicting stats, we have decided to just list various articles that quote various statistics about computer crime. These stats cover damage to system, percentage of intrusions, and everything else. The problem with damage figures for telephone fraud and software piracy are shady to say the least. What these companies refuse to tell you is that their figures are rough estimates. Not only that, they are rough estimates based on how many copies of a program or how many phone calls were made. The problem here is, that if the person had to pay for the software or phone call, there is a good chance they wouldn't have. So if they do it because it is free and ONLY because it is free.. is it real loss? The person usually would never have payed in the first place. So.. read the following stats. Look carefully at what each claims. I think it is only a matter of minutes before you start to see wildly varying stats that conflict with each other. Remember this when you read future articles!

No official standard for tallying the costs of security incident exists, in part because of the wide spectrum of computer crimes and the varied effects of these crimes. For instance, a successful Denial of Service (DoS) attack against McDonalds.com won't prevent hamburger sales, but the same attack against eBay will affect revenues. Further complicating the issue is the difficulty of assigning a value to information that might be damaged or stolen in a computer crime. That said, companies must generate numbers for computer incidents. Estimating the costs of intrusions, defacements, virus infections, and so on helps shape annual security budgets. Losses attributed to computer crime will also affect revenue statements. Companies that want to report the crime to law enforcement, or file a civil suit, must also determine an incident's financial impact. Judges will demand hard numbers to help determine sentencing and restitution, and any sums cited by plaintiffs are sure to be attacked by the defense.
