Health Care Costs of Violence in Pennsylvania
Violence captures our attention like few other human events. Accounts of murder, assault, and rape are a regular staple of newspaper and television reports; often the lead story. Violence is also a common element of mass entertainment via television or the cinema. As one result, a common perception is that the issue of violence is a growing problem in the United States. Statistics on the frequency of crime in the early 1990s found that this was true, particularly amongst juveniles. More recently, though, data indicate a decline in crime-related violence (1). Still, the impact of violence is sizeable. Over 2 million Americans are victims of violent injury each year from crime (2), and the United States ranks first in the developed world in violent death rates (3). Many professionals now believe that violence is preventable, and is no longer an inevitable experience . Several national objectives have been established in an effort to reduce the frequency and impact of violence. The objective of this report is to systematically identify the relative frequency of violence in Pennsylvania, and to estimate the health care costs related to it. This information serves two purposes; (a) it identifies the impact of violence on the h ealth care system in Pennsylvania, and (b) it provides information of relevance to the evaluation of violence prevention programs. An abstract of the findings of the report is listed below.

Transfer of Policing Costs To Small Communities – Part Two
In September we reported that the released a discussion paper entitled: “Restructuring Police Financing In Municipalities Under 5,000 Population and Unincorporated Areas” that presented two options for transferring full policing costs to small communities and unincorporated areas. The two options identified for transferring policing costs to municipalities under 5,000 and unincorporated areas are:
Option 1 Levy a new provincial “police services tax” to pay for local police services; and
Option 2 Require regional districts to raise revenues to pay for local police services.
The options differ in their cost allocation mechanism, degree of input into policing decision (governance), ability to change police service levels beyond base level, and their financial impact on affected areas. Both options assume full cost recovery ($54 million per year) for local police services provided by the Provincial Police Force in municipalities under 5,000 and unincorporated areas. Our assessment of the financial impact on Belcarra residents determined that the potential tax levy under either of the two proposed options would be unfair and unreasonable in the extreme!

What's more, it isn't "susceptible to the same price fluctuations as other energy resources." Bioengineered salmon being produced by Aqua Bounty Farms could become the Flavr Savr tomatoes of the animal kingdom. Flavr Savr tomatoes, for those with short memories, were the first bioengineered produce approved for human consumption in the U.S. Now, some time within the next year, the U.S. Food and Drug Administration is expected to decide whether transgenic Atlantic salmon produced by the American-Canadian firm, a subsidiary of A/F Proteins, can be commercially sold in the United States. If approved, the company's transgenic salmon would become the first genetically altered animal to reach the American food chain. The salmon have received genes from arcticpout, a very cold water fish, which allow them to grow four to six times faster than their natural counterparts.

Statistics show drop in crime in Northumberland by NANCY POWERS
The Independent Statistics released by the Northumberland OPP indicate a significant drop in crime activity, as well as policing costs, for the county in 1999. According to the stats, the most significant change was a drop of 33 per cent in the number of break, enter and thefts reported in 1999, down from 580 in 1998 to 389 last year. ATV thefts were also down by 32 per cent from 167 reported in 1998 to 150 in 1999. Figures provided by the provincial finance ministry show that Northumberland OPP was $568,676 under its estimated policing costs for 1999. "Not only was crime down significantly in 1999, but the costs in providing police service was very positively impacted upon as well," says Northumberland OPP Police Chief Bill Flindall. "We expect that these efficiencies will result in stable policing costs for 2000 in all our municipalities." Flindall feels efficiencies were achieved, in part, through the reorganization of the management and administration of the three detachments located in Campbellford, Cobourg and Brighton.

A new study confirming the link between substance abuse and crime has found that the real demon lurking behind the homicides and violent assaults in this country is the one drug Ottawa lets us buy. Pot, cocaine and heroin may make us steal. But alcohol makes us kill. "Everybody's scared of drug-crazed people slitting their throats in the street. It's more likely to be a good old-fashioned drunk," said Richard Garlick, a spokesman for the Canadian Centre for Substance Abuse and the author of the report. Drinking too much alcohol, the report says, was the main contributing factor to one-third of homicides and assaults studied suggesting that these crimes would likely not have occurred at all if the killers had stayed sober. This number jumps another 20 per cent when alcohol is combined with drugs.

    DON'T LET THE POLICE FOOL YOU ABOUT CRIME STATS
    Next time you hear the argument that Toronto needs a larger police force, recall the data the police themselves publish about what they do. It's surprising and sometimes hard to believe, but apparently true. On average, a police officer in Toronto arrests nine people a year about one person every six weeks. Most people assume that most officers are involved in work of significant danger, struggling to subdue and arrest criminals on a daily basis. It's not true. The number of people the police arrested for criminal offences in 2000 was 47,771. There were 5,372 uniformed officers on the force. That's the math that produces nine arrests per officer per year. For every cop who arrests one person a week for the year, there are four who don't arrest anyone. Crime is often measured by the number of charges laid, but that depends on two things. First, incidents that could be crimes must be reported to the police, and it is well established that many incidents never come to police attention. Some women are unwilling to report sexual assault, some murders aren't reported, some thefts are considered too minor to report. Victimization studies show that there are many more victims than crimes.

He listened carefully to our concerns and answered all of our questions very patiently.     Mr. Ferrara began with the latest crime statistics from the UC Police Department.
    These stats can be found at the UC Police Department's home page at http://blues.fd1.uc.edu/www/pubsafety/police/Ucpd.htm [which plays the theme from Hill Street Blues by the way]. Basically, UC is required to publish crime stats for the past three years. On average, there are very few personal crimes such murder, rape, aggravated assault. There were none in 1998, and just one simple assault (a fistfight). There are also a few instances of breaking and entering (B&E in cop lingo) and auto thefts. There are significantly more thefts, which the security staff refers to as "giveaways." These usually involve a student leaving his backpack in the library and then coming back to find it missing. Because this is a public access university, you shouldn't leave your stuff out in the open where it can be taken. Despite security's best efforts, all kinds of people from the hospital and outside can get in. Wearing your ID badges can also help, but many of us on the east campus do that already. Vontz Building:
    The Vontz Center will be under 24-hr/day lockdown. There will be a list of authorized people, and only those people's badges will open the doors, and those badges will work 24 hours at all doors. By default, if you are moving in there, you will be on the list. If you need access, your department chair can call and have you added to the list. Someone asked if there would be a phone outside so people could call someone to let them in. They have not been asked to put one there, and they can't do it unless they are asked. He suggested that we request one from Dr. Harrison. As for medical students who may need to get into the Vontz to talk to their professors, that will have to be worked out.

Lots of great age/education/ethnicity breakdowns further down, but I find the higher-level stats the most illuminating.
