Literature (PDF) "Neighborhood Watch" is probably the oldest and most well known crime prevention concepts in history. "Neighborhood Watch" is crime prevention education tailored to local needs and conditions. "Neighborhood Watch" is COPPS (Community Oriented Policing and Problem Solving). COPPS is a policing philosophy that promotes and supports strategies to address the causes of crime, and reduce the fear of crime, through community-police partnerships. In 1829, Sir Robert Peel said, “The police are the public and the public are the police. The police being the only members of the public that are paid to give full-time attention to duties which are incumbent on every citizen, in the interests of community welfare and existence.” Even then, as it is true today, Peel recognized that the police, alone, cannot control crime - Crime Prevention is everyone's business, and it requires cooperation from all elements of the community in an effort to improve the quality of life for faculty, staff, students, parents, patients, and others who live, work, and visit the main Campus or Medical Center of the University of California, Davis. What is Neighborhood Watch?
Neighborhood Watch is a crime prevention program operated by Fullerton residents, with the support of the police department. Its purpose is to create an alert citizenry by teaching residents simple crime prevention measures, and by providing both general and specific information concerning crime in each neighborhood. Neighborhood Watch encourages residents to familiarize themselves with the activities of their neighborhood by, for example, knowing who works during the day, which automobiles belong where, recognizing people who belong in the area, and noting those who do not. This basic knowledge, together with a few precautions, will prevent many crimes in our city. As a participant in the Neighborhood Watch program, you will become better acquainted with your neighbors. A prime goal of Neighborhood Watch is to provide a way for one neighbor to help another by keeping a watchful eye on the other's property. We believe the Neighborhood Watch program is a powerful means of combating all types of criminal offenses in residential area.

The facts about burglary....
  • Over 6,000 residential burglaries occur each day in this country. That's one every 11 seconds! Nearly half of these burglaries are committed without force - that is through UNLOCKED doors and windows! Many burglars will spend no longer than 60 seconds trying to break into a home. Good locks and good neighbors who watch out for each other can be your best protection.
Most of these burglaries could be prevented
  • Always lock your doors and windows, even when leaving for "just a minute." Never leave a house key available: under a doormat, in a flowerpot, on the ledge of the door. These are the first places a burglar will look.
Remember the following tips:
Check your locks
  • Exterior doors should have "dead bolt" locks with a 1" strong metal bar extending into the door frame. Sliding doors and windows should all have "ventilation" locks as well as auxiliary locks to bolster security. Be sure to include good locks for garage, cellar, patio or other doors that lead out through storage areas or spare rooms.

he Neighborhood Watch Program is a highly successful effort which has been in existence for some thirty years in cities across America. It provides a unique infrastructure that brings together local officials, law enforcement and citizens for the protection of communities.
I n cities around the country, neighbors for three decades have banded together to create these "watch" programs. They understand that the active participation of neighborhood residents is a critical element in community safety - not through vigilantism, but simply through a willingness to look out for suspicious activity in their neighborhood, and report that activity to the police and to each other. In doing so, residents take a major step toward reclaiming high-crime neighborhoods, as well as making people in all areas of a city or town feel more secure and less fearful. I n the aftermath of September 11, 2001, the need for strengthening and securing our communities has become even more critical. President Bush has announced that, with the help of the National Sheriffs' Association, the Neighborhood Watch Program will be taking on a new significance. Community residents will be provided with information which will enable them to recognize signs of potential terrorist activity, and to know how to report that activity, making these residents a critical element in the detection, prevention and disruption of terrorism.

Neighborhood Watch
A good neighbor is one of the best crime prevention tools in use today to prevent crime in your neighborhood. Neighbors working together in cooperation with law enforcement is the basis of the Neighborhood Watch program. Are you interested in establishing a Neighborhood Watch program in you neighborhood? Follow these simple guidelines: Contact the neighbors in your neighborhood to determine an interest in coordinating a meeting. Contact the Neighborhood Watch coordinator of the Estes Park Police Department to arrange a time and place. Meetings will usually last from one to one-and-a-half hours and can be scheduled quarterly. The Police Department representative will provide video, lecture and informational pamphlets for participants. Training on recognizing and reporting suspicious activity as well as how to implement crime-prevention techniques will be provided. No one will be asked to place himself or herself at risk to prevent crime. The meetings will allow neighbors to establish a working partnership with the Estes Park Police Department to address crime-related issues and prevention methods specifically designed for their neighborhoods. Community members will actively participate in crime prevention to increase personal security while developing a sense of community involvement.

The purpose of community crime prevention is simple: to help you recognize your own vulnerability to crime, and reduce your risk through preventive action and cooperation with the police. Theft is the most common crime on the Berkeley campus. Most thefts occur during the daylight hours, and in 80% of reported thefts and burglaries, thieves enter the structure without forced entry. In your residence, living group, or office, exchange information about your schedules and watch your neighbors' houses, rooms, and work areas. Report suspicious activities to one another and to the police. Residence Halls
Overall a UCPD sergeant supervises security in UC residence halls. The residence halls are locked 24 hours a day, and entry is controlled by a mechanical key system. In addition, Community Service Officers patrol the residence halls during the evening hours, and each of the high rise buildings have a security monitor. Resident Assistants provide safety programs for students, especially at the beginning of the year, and the Residential Life Coordinator at each unit is linked with an officer at the UCPD for additional
coordination and information exchange. More information about security measures in the residence halls is available in the Residential and Family Living publication, "The Guide to Student Living in the Residence Halls."

  • Get to know your neighbors. Become familiar with their routines. You need partners in watching the activities in your neighborhood. Be suspicious! Report unusual or suspicious behavior to the sheriff or police. Write down descriptions of the persons, vehicles and license numbers. Exchange names, home and work telephone numbers with your neighbors. Keep a trusted neighbor informed if your house is to be vacant for extended periods of time. Look after your neighbor's house while he or she is away. Ask your neighbor to look after your house too. This could include collecting newspapers, mail and other deliveries that would indicate at a glance that no one is home.
