Biographies of
Supreme Court Justices Justice David M. Borden received his Bachelor of Arts Degree, Magna Cum Laude, Phi Beta Kappa, from Amherst College in 1959, and his LL.B., cum laude, from Harvard Law School in 1962. He engaged in the private practice of law in Hartford from 1962-77. From 1963-71, he served as the executive director of the Commission to Revise the Criminal Statutes of the State of Connecticut and he was the chief draftsman of the 1969 Connecticut Penal Code. From 1975-76, he acted as Chief Counsel to the Joint Committee on the Judiciary. He served as a judge of the Court of Common Pleas from 1977-78 and as a judge of the Superior Court from 1978-83. From 1981-83, Justice Borden was the president of the Connecticut Judges Association. In 1983, he became one of the original six members of the Connecticut Appellate Court. In 1990, he was nominated to the Supreme Court by Governor William A.

Media Contact: Bill Wyatt State Legislator Warns of Unfunded Mandate Aimee's Law encourages state uniformity; threatens states' sovreignty WASHINGTON, D.C. Connecticut State Representative Mike Lawlor cautioned the U.S. House Judiciary Committee 's Subcommittee on Crime that H.R. 894 , more commonly referred to as Aimee's Law, is worse than an unfunded mandate. Speaking on behalf of the National Conference of State Legislatures (NCSL), Representative Lawlor said, "Although well intended, Aimee's Law is worse than an unfunded mandate. Its retroactive application will pit one state against another and turn already limited federal law enforcement assistance funds into a superfund of sorts for clever state budget balancers." Under the proposed Aimee's Law, if a murderer, rapist or child molester who has finished his sentence in one state commits a similar crime in another, the state in which the perpetrator committed the second offense would have a claim against the first states' federal law enforcement funds for the cost of apprehending, prosecuting and incarcerating the criminal. According to Representative Lawlor, the proposed law "does not take into account the diversity of criminal statutes and the lack of uniformity in sentencing systems. It is almost impossible to develop a formula that appropriately acknowledges the unique aspects of criminal law and procedure in each of the fifty states." Under Aimee's law, states would be encouraged to adopt a criminal code identical to one another's.
