Safety, Responsibility, and Risk Your safety is important to the Institute. We have established procedures to reduce medical emergencies and to provide treatment of those that nonetheless occur. Staff are trained to follow these procedures and receive additional training in driver safety, wilderness medicine, and the use of portable radios to contact National Park Service emergency services. But the Institute needs and expects participants to help us in these efforts by taking an active role in protecting themselves. Before arriving for a program, you should be careful to choose a program that is appropriate to your medical and physical condition, fully and accurately inform the Institute of relevant medical conditions consult with your personal physician about any relevant medical conditions, and secure all recommended clothing and equipment. 701. Short title. Creates the "Family Investment Program Act". 702. Legislative declaration. Identifies the goals and intent of the Colorado Family Investment Program (CFIP): To provide a safety net for needy families by making a financial commitment in providing them with cash assistance and supportive services to assure long-term self-sufficiency. 703. Definitions. Establishes definitions for CFIP. 704. Program - general. States that the program shall be established in all counties and implemented on July 1, 1997. 705. State plan. Requires the state department of human services to submit a plan and to comply with the reporting requirements in federal law. 706. Eligibility. Provides that single-parent and two-parent families be treated the same under CFIP. Provides that immigrants shall be served under CFIP. Establishes the specific eligibility criteria for participation in CFIP. Identifies who may not be served in the CFIP program.

    The U.S. Department of Health and Human Services (HHS) Office of the Inspector General (OIG) has issued three reports on Medicaid managed mental health programs. The recommendations made by the OIG are similar to those NAMI has been making. The OIG made three core recommendations for state Medicaid programs and the Health Care Financing Administration (HCFA). Interestingly, HCFA disagrees with the recommendations. The core recommendations are:
  • HCFA should work with SAMHSA to develop outcome measurement systems
  • HCFA should encourage States to develop independent, third party mental health systems for conducting beneficiary satisfaction teams
  • States should obtain a 1115 waiver from HCFA to expand services to non-Medicaid populations OIG Recommendations for starting managed care programs are:
  • Separate mental health services from other health services
  • Phase in conversion
  • Exclude Drug Formulary from managed care
  • Use existing public mental health system
  • Keep contract language specific OIG recommendations for transitioning from fee-for-service to managed care are:
  • Provide community education early and often
  • Involve beneficiaries in conversion process
  • Involve beneficiaries and families in treatment planning

    Compensation for the Early Childhood Workforce
    Child care and preschool programs have difficulty attracting and keeping good individuals to work with young children. A third of program staff leave the field each year, primarily due to the lack of adequate compensation-low salaries, few benefits, and difficult working conditions. Research has clearly shown that the skill and commitment of the adults in early childhood programs directly affects the quality of care and education given to children. Below are some resources to help advocates and policy makers to improve the compensation of the early childhood workforce, and thus the quality of services for children and families. This area of our web site is a work in progress. Examples of other compensation initiatives and new resources are welcomed and can be sent to pubaff@naeyc.org.
    Compensation and Retention Initiatives
    The following charts provide detail on several state and local initiatives that address compensation and retention. These charts were first developed by Anne Mitchell of Early Childhood Policy Research in July 2001. They were updated by NAEYC in August 2002. The general model of these initiatives is a link between formal education and salary supplements. In general, compensation is improved through annual, or biannual, lump sum financial awards given directly to individuals working in early childhood programs. In some cases, the funds are awarded to the early childhood programs and the hourly wages of staff are increased. To address retention, participants must be working in their programs for a certain period of time, and make a commitment to remain there for a period as well. Well-know examples of these initiatives are WAGE$ in North Carolina and CARES in California-both are profiled in the charts.
