    Evidence of effectiveness: In multiple clinical trials, FFT achieved significant reductions in the proportion of youths who reoffended (60 percent of treated youths were arrested after the program versus 93 percent of controls in one study and 11 percent versus 67 percent in another) and the frequency of offending up to 2.5 years after participation in the intervention. Diffusion effects on the siblings of target youths have also been observed, with significantly fewer siblings of FFT youths than control youths having juvenile court records 2.5 to 3.5 years after the program.     MISSION STATEMENT
    NON-DISCRIMINATION POLICY (504) PHILOSOPHY INTRODUCTION The NORTH DAKOTA SCHOOL FOR THE DEAF established in 1890 by the North Dakota Constitution and located in Devils Lake is under the direction, control, and management of the Department of Public Instruction. The school is an educational institution for the education of children with severe to profound hearing loss. To be eligible for enrollment children must be between the ages of and 21 and must be residents of North Dakota. Out-of-state students are accepted on a tuition basis. The North Dakota School for the Deaf is a school using specialized methods of instruction for hearing impaired youth. The school provides a comprehensive academic program covering a broad range including traditional academic offerings, vocational education, special studies, physical education, and art. Further educational opportunities are presented through residential, athletic, and recreation programs. A major emphasis throughout all programs is development of language, receptive and expressive skills. In order to educate hearing impaired students in accordance with Individualized Education Plans, they may participate in mainstream programs with their hearing peers for part of the day in the Devils Lake Public Schools including academic and vocational classes. Hearing students from the Devils Lake Public Schools may attend selected classes at NDSD in a reverse mainstream program. NDSD offers sign language instruction to Devils Lake High School students. Students from NDSD may participate in community activities and in co-op athletic programs with the public schools.

    The Federal Consumer Information Center (FCIC) was established in February 2000 as the result of a merger of the Consumer Information Center (CIC) and the Federal Information Center (FIC). The merger combined the CIC web site ( www.pueblo.gsa.gov ), the Consumer Information Catalog, and the Pueblo publication distribution program with the FIC nationwide toll-free telephone assistance center. The new FCIC now serves as a trusted, one-stop source for answers to questions about Federal agencies, programs and services. The specially trained staff can answer questions in English and Spanish about all aspects of the Federal government or direct callers to an appropriate contact. The public can access the call center by calling toll-free 1 (800) 688-9889 (TTY 800-326-2996) between 9 a.m. and 8 p.m. EDT.

    Assessing the New Federalism
    Assessing the New Federalism is a multi-year Urban Institute project designed to analyze the devolution of responsibility for social programs from the federal government to the states, focusing primarily on health care, income security, employment and training programs, and social services. Researchers monitor program changes and fiscal developments. In collaboration with Child Trends, Inc., the project studies changes in family well-being. The project aims to provide timely, nonpartisan information to inform public debate and to help state and local decisionmakers carry out their new responsibilities more effectively. Key components of the project include a household survey, studies of policies in 13 states, and a database with information on all states and the District of Columbia, available at the Urban Institute's Web site. This paper is one in a series of occasional papers analyzing information from these and other sources.

    To improve clinical teaching, fellows participate in the Stanford Faculty Development Program, an introduction to clinical teaching which consists of seven two-hour sessions involving brief didactic presentations, reviews of videotaped teaching sessions, role play teaching sessions, and reviews of practical experience.  NRSA fellows also attend in the outpatient clinic for residents in their clinical discipline one-half day per week.  Faculty Development fellows maintain approximately 40% clinical/educational/administrative effort in their home institutions. 4. Clinical Practice
    Because it is our belief that the primary goal of the fellowship is to develop new skills in research and teaching, NRSA fellows are encouraged to limit clinical practice to one-half day per week.
