Introduction to the Issues As increasing numbers of students with disabilities apply for admission to institutions of higher education, many are seeking modifications during admissions testing to accommodate for their disabilities. Many of these accommodations are granted. The most common modification is extended time for test administration, although large print versions of tests, readers for tests, and other types of accommodations are also provided. When these accommodations are granted, many of those taking the tests with modifications are unaware that the score reports for such testing usually are sent to colleges or universities with a "flag" or other designation indicating that the test was given under nonstandard conditions. This nation currently embraces important social policy goals of allowing persons with disabilities to participate as fully as possible in society without having to face negative bias or stereotypes. For too long, many individuals with disabilities have had to confront unfair presumptions about their abilities to succeed in education and employment. There are now laws in many states and two federal laws designed to prohibit discrimination against individuals with disabilities.

An Overview
The Special Needs Grant Program originated with the "Higher Education Services for Visually Impaired, Auditorily Impaired and Learning Disabled Students Act" in 1986. The Act established a program to facilitate the provision of support services for special needs students. For FY 2001 a total of $1,100,000 was appropriated for this grant program. Currently there are eight centers located throughout the state providing direct assistance to auditorily impaired, visually impaired, and learning disabled students. The goal of the centers is to provide integrated, individualized, direct services to students and technical assistance to other colleges and universities in the state. The Center for Collegiate Deaf Education at Bergen Community College and the Mid-Atlantic Postsecondary Center for Deaf and Hard of Hearing at Camden County College specialize in assisting students with hearing impairments. There are five regional centers that assist students with learning disabilities: Project Assist at Cumberland County College, the

College Services for Special Needs Students Special Services for Minority and Low Income Students The Educational Opportunity Program (EOP) and Student Affirmative Action (SAA) programs have a common goal to increase the number of underrepresented minority and low income students who apply, are admitted to, and enroll in college. The target minority students for affirmative action efforts include Black/African-American, Chicano/Mexican-American, Filipino, Latino, and American Indian students. Both minority and low income students may use the services described below:

The Special Needs Offices of the City Colleges of Chicago provide support services and accommodations so students with disabilities have access to academic and vocational programs.     The timetable for the introduction of the legislation is in three stages:
    The main new sections of the Act will become law on 1st September, 2001 and from this date it will be unlawful to treat disabled people or students less favourably than others . By this date responsible bodies will be required to carry out reasonable adjustments to ensure that disabled individuals are placed at no substantial disadvantage. Responsible bodies will also be required to make any adjustments involving provision of auxiliary aids and services (e.g. provision of interpreters) by 1st September, 2003. Any physical adjustments being implemented to ensure compliance with the SEN Act will require to be carried out by 1st September, 2005.

    The Americans with Disabilities Act (ADA) is a federal law that prohibits discrimination against the disabled and applies to all colleges, universities and other educational institutions. The focus of the provisions of this law is on integration and equality.
    A university is not allowed to make pre-admission inquiries about whether a student has any disabilities. Once the individual has met the university's admission standards, that individual should not be barred from attempting to complete a course of studies. Providing meaningful access to courses for disabled persons is not preferential treatment, it is aimed at providing equal opportunity.
    When a student's disability prevents him or her from fulfilling a course requirement through conventional procedures, thoughtful consideration should be given to alternatives, keeping in mind that academic standards must be maintained. Innovative and flexible solutions may include extended assignment deadlines, use of word processing equipment, or taped responses in class or on examinations.

    UH-Downtown has an accessible, comfortable environment for students with physical disabilities. The campus has two connected multi-story buildings, with elevators serving every floor. Students are able to move from class to class with no worries about exposure to the weather. To assist with transportation needs, METROLift provides pick-up and drop-off service under the protection of the covered parking garage. Disabled Student Services meets the special needs of disabled students in the university. These services are designed to assist students and instructors with placement testing; priority registration and scheduling; academic advising and counseling; and testing accommodation, including taped and enlarged tests, and proctored, extended testing time.     Introduction
    Almost 550,000 children and young people in the UK have some form of disability and/or chronic illness. Of these, 170,000 experience the more severe and profound disabilities ( Ref.1 ). Each year approximately 7,000 families learn that their new born child has a serious disabling illness. A similar number of children are identified as having 'special needs' during their later years. The question of defining "disability" and/or "special needs" remains a matter for debate amongst organisations, many of which differ in their interpretation. There is a helpful article on this issue, including the contrasting medical model and social model of disability by Tom Hutchinson ( Ref. 2 This factsheet aims to identify the principal factors involved in caring for a child with disabilities: everyday tasks, financial considerations, services provided by statutory and non-statutory bodies and key legislation.
