Step 4: Develop Standards, Learning Objectives, and Curriculum
Standards are clear and measurable statements of what students should know and be able to do at particular points in their education. What does it mean to become a standards-driven school? How would an accountability team lead and manage a school-wide standards effort? Implementing a standards-based approach starts with teachers and requires creating a common standards language, knowing what makes a well-written standard, and balancing school mission and the state frameworks.
Creating a Common Standards Language
In a standards-driven school, students must demonstrate content mastery and skills before they graduate or move on to the next educational level. Strong standards make the goals for student learning clear to students, families, teachers, and the public.
Standards statements are concise descriptions of general learning goals. Learning objectives articulate the standards in greater detail at each grade level. Learning objectives are longer and more specific, and they are concrete and measurable. They serve as the bridge between the school's standards and classroom practice. They are what teachers use weekly, if not daily, to plan lessons, to track what has been covered in class, and to gauge whether specific learning objectives have been achieved for each student. The standards movement has captured the attention of policy makers as well as educators. On the federal level, the call has been for national standards. On the state level, the field has seen rapid change. In only 10 years, almost every state has introduced standards, although they vary in quality, quantity, and flexibility. Some districts have jumped on the standards bandwagon, adding standards to those required by the state. Finally, schools are crafting their own statements of standards, which they use to drive teaching and learning.

The America's Choice Design Network (begun in 1989 as the National Alliance for Restructuring Education) is one of the New American Schools designs. It is a comprehensive school program that incorporates a standards-based curriculum for kindergarten through high school. The design is administered by the National Center on Education and the Economy (NCEE) in Washington, DC. The school model is based upon the America's Choice Performance Standards issued in 1992 by New Standards. These performance standards can be used to extend any state's content standards. The America's Choice Design Network has five main components:
  • performance standards and assessments
  • curriculum materials and instructional programs matched to standards and assessments
  • ways to engage community services and supports for students
  • ways to lead, organize, and manage the school based on results

To help create an environment conducive to learning, students at the Midland Academy Charter School are required to wear a simple uniform. This policy is designed to permit students to focus their attentions on academics and on those aspects of their personalities that are truly important. All uniform clothing must be in generally good condition, not overly worn, and without stains. Uniform clothing must also fit appropriately, not being more than two sizes to large or undersized. Uniform clothing should in no way depict drugs, sex, violence or alcohol. Children can wear any outerwear to and from school, but non-uniform outerwear must be removed when inside the school building and classrooms. Uniform clothing must not have logos other than those approved by the school. Approved logos will include the school crest and the school logo. Logos and emblems will be available for sale in the school office to be placed on uniform tops. Logos will be required for the 2003 – 2004 school year. The school reserves the right to require compliance with this policy and to make exceptions, such as excluding certain items, grooming or dress, in an effort to maintain a learner-centered environment.

Charter school discussions are saturated with talk about accountability. Some view it as the third rail of the charter movement, others as the Holy Grail. Some fear it will undermine charter schools. Others see it as a desirable but unrealistic goal. We believe there is a way to piece together the puzzle of charter accountability, a way with large implications for U.S. public education.
Today's modal form of public school accountability depends on rules and compliance: Make schools follow lots of regulations, micromanage their activities, and ensure that enforcers and bureaucratic controls keep anyone from doing anything untoward. When something goes awry, another regulation or enforcer is put in place to ensure that such a thing never happens again.
The language of accountability-via-regulation is the only one that most school systems speak. It's also the one that many people have in mind for charter schools. That will only make charter schools like conventional schools, crippling their potential to be different.

Charter School Administrators and Governing Body Members- In 1996, the State Board of Education adopted the Arizona Academic Standards (Standards) in the subject areas of reading, writing and mathematics. In an effort to receive clear statewide evidence of whether the Standards have been incorporated into curricular and instructional practices at the local level, the State Board of Education and the Arizona State Board for Charter Schools, based on the recommendation of the Arizona Department of Education (ADE), is requiring all charter schools to complete the Declaration of Curricular and Instructional Alignment to the Arizona Academic Standards (Declarations). Brief Overview:
New Jersey's charter school law was originally passed in 1996, and was amended in 2002. As of October 2002, there are 52 approved charter schools; 50 are currently in operation and two are schedule to open in September 2003. New Jersey's 50 charter schools serve nearly 13,000 students. Charters are granted by the Commissioner of Education and are independent of the district board of education.
