As our allies and we strive to make sense of what was a senseless act, one fact remains undisputed: terrorism exists among us. It is imperative that direct security measures be implemented to counter this threat before it destroys us. An integral part of this direct security is to have fully staffed Law Enforcement and Fire Fighting departments in each American city. As the nation rallies to cope with its grief and to fight the war on terrorism, never has the need for heroes at home been greater. This war is one without borders, where the enemies may reside overseas or in our own communities. Looking toward the future, it is apparent that the events of September 11, 2001 have increased the need for the New York City to continue to strengthen its Law Enforcement and Fire Fighting departments and to enhance surveillance of potential internal terrorist activity.

Substantial chronology of policing in this country, beginning with the pre-American experience and ending with recent events is presented. Discussion is focused on wide spectrum of law enforcement agencies, identifying most important characteristics of city, state, and federal police work. Services and importance of different police activities (patrol, traffic, criminal investigation) are explained. Particular attention is paid to current issues and trends in law enforcement COURSE OBJECTIVES Upon completion of this course, the student should be able to:
  • Understand and identify important historical precedents in the development of law enforcement, discuss development of municipal police, county law enforcement, state, and federal police. Discuss the specific functions and importance of these police activities: patrol; crime-specific enforcement units; traffic; criminal investigation; juvenile or youth bureau; community relations and crime prevention; vice, organized crime, and intelligence; internal investigations; police training; and police laboratories.
