    California Needs More School Buildings
    Enrollments Continue to Grow

The California Department of Finance (CDF) estimates that the state will add over 300,000 new students in the five years from 1997-98 to 2001-02, bringing the total number of K-12 students to nearly six million. Many California school districts are struggling to catch up with the housing needs caused by this enrollment growth. Most recently, high schools have felt increasing pressure as the students who flooded elementary schools in the late 1980s enter the secondary system. http://www.pacificresearch.org/pub/sab/educat/rethinking_fed_roles/main.html
Rethinking the Federal Role in California Schools: Proposals for Reform The Federal Role Only recently has the state adopted rigorous academic standards for its public school students. Since 1996, California has spent billions on class-size reduction. Nevertheless, a recent state-sponsored study finds that students in smaller classes are not necessarily learning a great deal more. Because of the costs associated with cutting class size, schools are often forced to sacrifice other programs such as libraries, music, and special education. Class-size reduction also exacerbates an already serious problem, making it even more difficult for low-performing districts to find quality instructors. The report concludes that more state dollars should be spent on ensuring good teaching, not smaller classes. Other problems abound. After identifying the problems, the briefing addresses how to improve current programs and critiques reforms now being debated in Washington, D.C. The Federal Government and the CDE : An Ineffective Alliance Nationwide, the federal government contributes between seven and 10 percent annually of all education revenues. Overall, according to another Pacific Research Institute briefing, California will receive just under $4.4 billion in federal education funds for the current fiscal year.

California provides significant educational opportunities and health programs to private school students. Recordkeeping/Reports: Transportation. Instruction in English: Discrimination: Teacher Certification: Curriculum: Special Education: Health: Safety: et seq. Transportation: State subsidized transportation for children attending parochial schools is proper under the California Constitution in view of the broad police powers of the state to promote educational welfare and safety of the children. Bowker v. Baker, 167 P.2d 256 (1946). Public Aid for Private Schools/Private School Students: The California Constitution prohibits the appropriation of public money for the support of sectarian or denominational schools or any other school not under the exclusive control of the officers of the public schools. Cal. Const. Art. IX. Section 8. In addition, Art. XVI. Section 5. prohibits any public support for a school controlled by any religious creed, church, or sectarian denomination, including any grant of personal property or real estate. The lending of textbooks, without charge, to students attending nonprofit, nonpublic schools violates the California Constitution prohibiting appropriations for the support of sectarian schools.

Review of Charter School Legislation Provisions Related to Students with Disabilities, September 1998
    General Legislative Provisions
This first part of the review examines statutory provisions that have implications for, but do not necessarily address directly, students with disabilities or special education. Various provisions in state statutes grant charter schools varying levels of authority to govern themselves and to make decisions regarding the operation of the schools, including decisions related to personnel, curriculum, and expenditures. The extent of a charter school's operational autonomy will have an impact on how special education programs are implemented in these schools. As described in the following paragraphs, statutory provisions that give higher levels of autonomy include ones that allow or require charter schools to (1) operate independent from local school districts, (2) make their own personnel decisions, (3) be exempt from state and district education laws and regulations, (4) assume liability for their actions, and (5) receive their funding directly from the state. Independence from districts.

Time/Princeton Review Selects USC As College Of The Year
Undergraduate applications have nearly doubled in recent years.
Aug. 30, 1999 LOS ANGELES - The University of Southern California has been chosen as "College of the Year" by the 2000 edition of the Time/Princeton Review College Guide. Editors of the annual guide, a co-publication of Time magazine and the Princeton Review, said they chose USC because of the remarkable bonds the university has forged with local schools, community residents, police, businesses and community organizations. The guide, published Aug. 23, is available on newsstands and in bookstores now. "More institutions might do well to emulate USC's enlightened self-interest," according to the guidebook editors. "For not only has the 'hood dramatically improved, but so has the university." USC has seen its undergraduate applications nearly double over the last few years, according to a six-page article penned by Time national correspondent Margot Hornblower and included in the Time/Princeton guide.
