The Individuals with Disabilities Education Act (IDEA) was originally enacted in 1975. The text of the IDEA can be found beginning at 20 United States Code (U.S.C.) Section 1400 and following. Additionally, the Federal Department of Education has created regulations that explain and implement the IDEA. These regulations can be found beginning at Title 34 Code of Federal Regulation (C.F.R.) Part 300. The IDEA was recently amended and the amendments were signed into law by President Clinton on June 4, 1997. One of the most important changes to the IDEA is the strengthening of the role of parents in the decisions concerning their children's education program.

Study Finds California Taxes and Regulations Hinder
Women-Owned Businesses and Working Mothers
Rules Block Access to Day Care, Study Shows
San Francisco, CA Women and Entrepreneurship in California: Obstacles, Incentives, and Reform, takes an in-depth look at the most significant tax and regulatory barriers facing women, from starting a small or home-based business to laws that are reducing access to much needed child-care services. Women and Entrepreneurship author Donna Matias, director of the Entrepreneurship Clinic at the University of San Diego School of Law. Approximately 80 percent of California businesses are small businesses, and most of these (79 percent) have fewer than 10 employees. But laws designed for larger businesses often fail to make practical exemptions for small and home-based businesses, such as costly ergonomics regulations. Other regulations place undue burdens on the home-based business. In Los Angeles, home businesses may not receive more than one client per hour, and only two pickups or deliveries per day. In the Bay Area, from 1996-1998, the number of family day-care openings fell by 28 percent in Marin County, 21 percent in San Francisco, and 12 percent in Santa Clara County. Matias cites another recent study of over 300 Latina mothers in southern California that found that nearly 60 percent of the women were unable to work or lost a job because they could not find licensed child care.

Who May Register
All persons 18 years of age or older who can profit from instruction are eligible for admission as a California resident or nonresident. Anyone under 18 years of age who is a high school graduate or has been awarded a GED or California High School Proficiency Certificate may also enroll.
High School/Pre-High School Students
In accordance with California Education Code regulations, high school and pre-high school students may enroll as special part-time students. Enrollment must be recommended by their principal, with parental consent and approval by the District Director of Admissions and Records. Units earned are for college credit. High schools may also use these units for high school credit. Resident and nonresident students enrolled under this program are exempt from paying the California Community College Enrollment Fee and Campus Center Use Fee. Nonresident students enrolling in classes for high school credit are exempt from paying Nonresident Tuition.
Residence Requirements
A person must have lived continuously in California for at least one year immediately preceding the residence determination date to be considered a resident for tuition purposes. Evidence must also be provided to indicate that the person has intent to make California his/her permanent home. The residence of an unmarried minor is that of the parents or legal guardian. The residence determination date is the day before a term begins for which the person is applying for admission. It is the student's responsibility to clearly demonstrate both physical presence in California and intent to establish California residence.

Amid considerable publicity over strong bipartisan support, in January 2002 Congress passed a 1200-page reauthorization of the Elementary and Secondary Education Act (ESEA) that contained many—but not all—of President Bush’s proposals for K–12 education. The stated goal of the reauthorized ESEA is to "close the achievement gap between disadvantaged and minority students and their peers" through "stronger accountability for results, increased flexibility and local control, expanded options for parents, and an emphasis on teaching methods that have been proven to work." Features of the law
The features of the new law, called "The No Child Left Behind Act of 2001," range from block grants to states for innovative education programs to the sweeping requirement that all students must be academically "proficient" within 12 years. To demonstrate progress toward that goal, districts must publicize school reports cards beginning in 2002-03 and begin testing third through eighth graders in reading and math against state standards in 2005-06. New Regulations and Forms The Forms SAB 50-01 and SAB 50-09 were approved by the Office of Administrative Law (OAL) on February 13, 2003 as a result of the SAB's action in January. The Form SAB 50-01 has been changed to reflect new SFP Regulation changes relating to changes in the law about charter school enrollment.   • Patients may be seen and treated by House Staff at the discretion of the attending physician and under his/her supervision. Whenever reasonably possible under the circumstances, the attending physician shall disclose to the parents/guardians that the patient may be treated by House Staff under the attending physician's supervision.     Course Description
    The lead inspection and lead-related construction field is changing rapidly. New California and federal regulations are now in effect. This course is designed to meet the California DHS requirement for continuing education for lead professionals. Some of the most experienced lead professionals in California present the most up-to-date information on regulations, work practices, inspection and removal equipment, and trends in the lead industry. You hear a summary of the changes that have taken place and get an update on the newest requirements and practices. In addition, you interact with professionals from throughout California and the western United States.
