Kurt Behrendt in "South Asian International Trade and the Indian Ocean, 100 B.C.E. - 300 C.E.," sketches a picture of international trade networks between the Red Sea, Gujarat, and Gandhara, a civilization influenced by Hellenistic and Buddhist contacts and situated in modern-day Afghanistan. The key connecting point of this trade was West Indian region of Gujarat, where archeological sites at Junagadh and Sopara, and particularly Barygaza, bear out the trans-Arabian Sea trade of ivory, onyx, agat, cloth, silk, and powder from India to the Red Sea system in return for gold, silver, iron, and women.     Negotiating the TRIPs Agreement: India’s experience and some domestic policy issues Negotiating the TRIPs Agreement: India’s experience and some domestic policy issues One of the most contentious issues discussed in the Uruguay Round of multilateral trade negotiations under the General Agreement on Tariffs and Trade (GATT), was that on intellectual property rights (IPRs), which resulted in the Agreement on Trade Related Intellectual Property Rights. There were several reasons and among them the fundamental one was that a binding international agreement on trade-related IPRs creates monopoly power in the hands of a few and goes against the main goal of the multilateral trading system, i.e. trade liberalisation. It is this issue, which has found many economists condemning the inclusion of TRIPs under the World Trade Organisation (WTO), which has been best expressed by the noted trade analyst, Professor Jagdish Bhagwati: “We are now using the GATT for the collection of royalty payments, which is not a mutual-gain transaction. In so doing, we have abandoned or diluted a very attractive philosophical basis for organising the GATT – the idea that trade is mutually beneficial to all contracting parties and that therefore all parties should liberalise.”

We formed a consortium of international companies to design, plan and schedule the project. This consortium will operate this mass transit facility for 30 years. A 14 km elevated light rail network with 14 stations and a bus feeder system will be constructed in the largest city of Pakistan and the commercial capital of the country.     According to the Asian Development Bank (ADB), average real GDP growth in Asia declined from 8.2 percent in 1995 to 7.4 percent in 1996, due to a sharp slowdown in export growth and the fiscal austerity policies adopted as a result of concerns over economic overheating caused by the rapidity of growth since 1990. With the global average growth rate being 4 percent and the next highest growth rate after Asia's being Africa's 5 percent, it can still be said that Asia is leading the world's economic growth. In the meantime, average inflation in Asia declined from 10.2 percent in 1994 to 9.1 percent in 1995 and further down to 6.1 percent in 1996, as a result of tight budgetary controls and firm monetary policies by governments trying to ensure stable growth. Exports of 13 main countries and regions in Asia declined to 4.8 percent, on a dollar basis, in 1996 from 22.1 percent in 1995 and from 18.6 percent in 1994. In the same way, imports declined to 6.5 percent in 1996 from 23.4 percent in 1995 and from 17.2 percent in 1994. The drop in the growth rate of exports from China, the Republic of Korea, and Thailand were particularly sharp. Notable slowdowns were also evident in Taiwan, Hong Kong, Singapore, and Malaysia - all leading exporters. The main causes for the slowdown in exports were [1] the deteriorating markets for semiconductors, main export products of Asia, in particular DRAMs, due to the worldwide glut in these items, [2] the effects of the strong dollar and weaker yen, and [3] the slow growth in intra-regional trade. In China, there were repercussions from changes in the trade system, specifically the reduction in the rate of refund of the value added tax (VAT) on exports.

    Modernizing Uzbekistan's Railway Will Boost Local and International Trade
    MANILA, PHILIPPINES (31 October 2000) - Uzbekistan's rail links will be strengthened domestically and internationally by a railway rehabilitation project for which the Asian Development Bank today approved a loan of US$70 million. Railways are the country's backbone. Upgrading the 341-kilometer (km) part of the main railway route which crosses through the provinces of Bukhara, Dzhizak, Navoi and Samarkand will boost internal trade by cutting travel and business costs and will attract more investors from East Asia and Europe. Internally, some 5.5 million people from the four affected provinces will have better access to economic opportunities. "An efficient railway will help open up vast mineral and agricultural resources, spur development of new industries and businesses, and generate jobs, particularly for the poor," notes Randhir Soin, ADB's mission leader for the project. Better transport will also expand tourism to historic cities such as Bukhara and Samarkand on the famed Silk Route. The project will provide equipment for track laying and maintenance, install fiber-optic telecommunication systems, develop human resources, strengthen institutions, and establish a revolving fund for former railway employees to start up small businesses. Together with another ongoing ADB-assisted rail project, this project will complete improvement of 800km of the main railway route from Keles bordering Kazakhstan to Khodjadavlet, near the border with Turkmenistan.

Zoellick, Washington's chief trade negotiator, let it be known that the U.S. was becoming increasingly skeptical about China's commitment to free trade. Despite joining the World Trade Organization in December, said Zoellick, China had not honored its promise to raise import quotas on corn and wheat, and was continuing to provide grain export subsidies to its own farmers in clear violation of WTO rules. Earlier this year, the U.S. waxed indignant when Beijing restricted imports of genetically modified soybeanswidely seen as a way to protect Chinese farmers. "China has not fully implemented the WTO accession obligations," says Allen F. Johnson, U.S. chief agriculture negotiator. "It's going to undermine what we're trying to do."
