March 17, 2003 Arkansas Legislation Would Require Homeschools to Prove They Provide "Quality" Education
The freedom to homeschool is in Arkansas is in danger. On March 10, 2003, Representative John Lewellen introduced House Bill 2518 in the Arkansas General Assembly. This bill would grant to the State Board of Education more authority over homeschools than has ever been granted to a state agency by any other legislature in the nation!
The language of the bill authorizes the State Board of Education "to undertake measures to ensure that home school students receive a quality education." This carte blanche authority means that the State Board of Education could impose on families whatever requirements it considers necessary for home school students to receive a quality education. Government bureaucrats, not parents, will define "quality education."
More specifically, House Bill 2518 would make the following changes in the current law:
  • Require the State Board of Education to promulgate rules, regulations, or guidelines to the extent necessary to ensure that home school students receive a quality education;

HEADLINES March 31, 2003 House Bill 2518: Requiring Homeschools to Prove "Quality Education" Author: Representative John Lewellen (D-District 34) Summary: This bill would authorize the Arkansas State Board of Education to issue rules, regulations, and guidelines to ensure that homeschool students receive a "quality education." This subjective standard would inevitably result in oppressive state oversight of homeschooling. Whatever the State Board of Education thought was good for homeschoolers would be imposed on them. The authority of the State Board would be completely unrestrained under the law. Status: This bill was considered by the House Education Committee on March 25, 2003, and was ordered postponed until an interim study committee can consider it further. This effectively kills the bill for this session.

Description: The Arkansas darter is a three-inch cousin of the walleye and yellow perch. Its back has many fine, black specks and a dark, vertical wedge-shaped spot beneath its eye. Its body has 12 to 14 dusky stripes along the sides. In April and May, breeding males are bright orange underneath. Range: The species is found in the Upper Arkansas, Fountain Creek, Horse Creek, Upper Arkansas at John Martin, Big Sandy Creek, Rush Creek, Black Squirrel Creek and Chico Creek drainages. Their distribution has not changed significantly based on comparisons of historic data, particularly since 1979. Darter populations in Colorado persist in large, deep pools during late summer low-water periods when streams may become intermittent. Habitat: The Arkansas darter prefers shallow, clear, sandy streams with spring-fed pools an abundant rooted aquatic vegetation. Diet: Arkansas darters feed on a variety of aquatic insects and some plant material, including small seeds.

We receive calls yearly about dead or dying brown trout along the Arkansas River (and elsewhere). Unless there is some special unreported circumstance (chemical spill, oil sheen present, etc), this fish loss is due to naturally occurring post-spawning mortality. Brown trout spawn in the Arkansas from mid-October to mid-November. Typically fish will be found in deeper pools or other areas of slack waters where current deposits them. Fish will be dead, or lethargic. Commonly they will have grayish, fuzzy looking patches on their skin, sometimes covering the majority of their bodies. Saprolegnia , an external fungus, causes this growth. Brown trout are highly territorial, aggressive during spawning and sometimes make migration. These factors lead to physical aberrations that eliminate the usual occurring mucous and allow the fungus to become established. Further, the fish have been in the rigors of spawning for several weeks and have become weakened.

  • Reduce administrative costs or program function costs for State MEP programs; and Make more MEP funds available for direct services to add substantially to the welfare or educational attainment of children to be served.
  • In addition, section 1308(d) requires that SEAs receiving grants form consortia to improve the delivery of services to migrant students whose education has been interrupted.

The free t-shirts were a promotion to get students to fill out applications for CitiBank, one of the top credit card issuers. Students may have also noticed credit card packets and info posted in hallways and on vending machines. Should college students start early on building good credit by getting a credit card or is a credit card nothing but a financial trap to get a student into debt?
