1999 Federal Legislative Priorities
    FY00 NAHASDA Appropriation AAHA supports an appropriation of $972 million for the Indian Housing Block Grant line of the HUD budget. This level includes continued support for the FY99 request of $850 plus an addition to the IHBG line of $122 million in anticipation of the cost of welfare reform to tribal housing programs. We also support continued appropriations, which are included in this request, for the Section 184 Loan Guarantee ($6 million), NAHASDA Title VI Loan Guarantee ($32 million), and NAHASDA Technical Assistance ($6 million). Consultation with Tribes AAHA supports and encourages assistance from Congress to impress upon HUD and Secretary Cuomo of the need for appropriate consultation with Tribes to implement NAHASDA and other Indian/Alaska Native Housing Programs. Environmental Reviews If necessary because of continued inconsistent application of environmental review requirements by HUD, AAHA supports an amendment to NAHASDA (Section 105) providing for

ASSOCIATION OF ALASKA HOUSING AUTHORITIES
The AAHA provides a wide range of programs and services, all geared toward increasing the supply of safe, sanitary and affordable housing and community development on the state and national level. The AAHA sponsors a training seminar for governing boards of commissioners of regional or Indian housing authorities, provides a comprehensive financial management training for senior staff of housing authorities, sponsors professional development forums and facilitates specialized training programs on affordable housing development funding programs and techniques. The AAHA also is involved in state and federal legislative advocacy and provides housing funding information and technical assistance to interested non-profits, for-profits, local communities and the general public. To facilitate the exchange of information on strategies to increase the production of high quality, affordable housing, the AAHA has an associate member program. Current associate members include Alaskan lending institutions, the U.S. Department of Agriculture, Rural Housing Service, the Alaska Craftsman Home Program and the NANA/DOWL Joint Venture, the Alaska Village Electric Cooperative, Inc., Tupiq Services (Kotzebue IRA Council), RuralCap, AMERIND and others.

SUMMARY OF: A Special Report on the Department of Revenue, Alaska Housing Finance Corporation, Housing Assistance Loan Fund, September 25, 2000. PURPOSE OF THE REPORT In accordance with Title 24 of the Alaska Statutes and a special request by the Legislative Budget and Audit Committee, we performed a special review of the Housing Assistance Loan Fund (HALF) and its use by the Alaska Housing Finance Corporation (AHFC) to fund rural housing programs. The objectives of this audit were to determine: (1) whether the barriers to home ownership financing in rural Alaska at the inception of the State’s rural housing programs still exist, and (2) whether the Housing Assistance Loan Fund is necessary to provide home ownership financing in rural Alaska. REPORT CONCLUSIONS Alaska Housing Finance Corporation's rural loan programs and HALF were created two decades ago to overcome certain barriers to home ownership in rural Alaska. These included the following:
  • Lack of private financing services Housing that did not meet minimum building standards required by governmental or private mortgage financing programs Residential properties without fee simple titles required by governmental or private mortgage financing programs Unavailability of hazard, title, or private mortgage insurance

Rural Community Assistance Corporation (RCAC) is a nonprofit organization dedicated to improving the quality of life for rural communities and disadvantaged people through partnerships, technical assistance and access to resources.
Established in 1978, RCAC provides a wide range of housing and community development services. Help for Individuals The Housing Assistance Council does not offer direct financial assistance to individuals. HAC's loans and other services are directed to local groups that construct affordable rural housing. Individuals are welcome to purchase HAC's publications or attend trainings and conferences, if they wish, but these are targeted to local government and nonprofit developers and therefore may not be of much use to someone who is trying to find housing rather than build it. In general, national organizations help state and local groups, not individuals. Local groups are best suited to helping individuals because they understand the unique characteristics of their communities. National groups may be able to provide you with referrals to local groups or other national groups. They may have mailing lists, lists of groups they work with, a membership list (not all national groups have members), or some kind of directory. Some national groups are very large and do help individuals; they have branch offices or representatives to administer the programs. Christmas in April and Habitat for Humanity are two well-known organizations that operate in this way. The national office of an organization like this would probably give you information about their programs and a referral to their branch nearest to you.

The Community Development Division, as part of its mission of collaboration and leveraging, is committed to working with public and assisted housing providers to address housing needs. Several agencies provide public or assisted housing assistance within the Municipality of Anchorage. There are two public housing providers in the Municipality: the Alaska Housing Finance Corporation (AHFC) and the Cook Inlet Housing Authority ( CIHA ). Several additional agencies in the City also develop affordable housing for low and moderate-income individuals and persons with special needs.
