China does have a law that forbids the poaching and hunting of endangered species. But it has no legislation to prevent cruelty and abuse against animals, including those that may be endangered.

While I’ve understood their conservation role in not only re-establishing endangered species, as well as providing captive breeding sites to protect wild populations, I still felt a sense of unease at the very thought of the captivity of a formerly wild creature. Sure, captive breeding tends to eliminate the complaint of memories of the wild, but I had a sneaking feeling that there was an innate behavior that was being repressed by captivity. Also was it possible that we were creating "new" inbred species who were wild in appearance alone? If so, how can zoos claim that patrons were interacting with "wild"life? The more I thought about it, The more unsettling the questions became. Further study was required.

It updates that advice which was given on 24 February. (8 April 2001) Most conventional zoos are now open or about to open. There is no statutory requirement that zoos and wildlife parks should be closed to the public, unless they have a confirmed or suspected outbreak of the disease. If this does occur, or if an outbreak occurs in a neighbouring area, appropriate veterinary advice on epidemiological risk should be sought. Opening a zoo may very slightly increase the risk of introducing infection but the risk can be minimised by the application of precautionary measures. The question of opening is essentially one for the judgement of the individual enterprise. This note sets out the main risks and ways of managing them. Some animal species kept in zoos and wildlife parks are susceptible to foot and mouth disease. These include cattle, sheep, goats, and other ruminants, swine and elephants.
