Extractions: Youth Advocacy program I MPACT has implemented a program to address childhood disability issues. The program educates parents, families, and the general public on options and opportunities for children with disabilities which can lead to fuller and more rewarding lives. IMPACT staff members are parents of children with disabilities who know and feel what other parents are experiencing. Most important is the opportunity to assist parents in achieving quality of life for their children. Quality is determined by families. The education, advocacy and referral aspects of this program encompass many areas such as educational services, supports and accommodations, recreational opportunities, child care opportunities, transitional information and assistive technology issues. T he need for this service is demonstrated in the number of families served, over 100 families in the first year alone. Children and families have been referred from school district personnel, private tutors, administrators, social service agencies, other parents, etc. Traditionally, families have either been unable or unaware of how to access services and supports for their children. Families can easily become overwhelmed in understanding the educational system and other systems involved in supporting a child with a disability. This program, run by parents of children with disabilities, can provide insight into childhood issues as only a parent of a child with a disability can. P roviding education and information allows families to become their child's best advocate.

Extractions: A new section (2500 g) was added to the public health law during the last legislative session (1999-2000) which requires the Commissioner of the Department of Health (DOH) to establish a program to screen newborn infants for hearing problems. The Department of Health has convened an Ad Hoc Work Group to assist in the development of regulations for implementation of newborn hearing screening. Dr. Clark has attended recent meetings of the Ad Hoc Work Group and is currently reviewing the first round of the proposed draft regulations. Dr. Clark will continue to participate in the Ad Hoc Work Group meetings and will provide a report on the regulations at the District's November meeting. The Youth Advocacy Committee will be holding its next meeting via conference call later this fall to discuss member recommendations for the 2001 Campaign for Healthy Children's Agenda. In late August, YAC members received a mailing that included the 2000 Campaign for Healthy Children agenda and a list of AAP's model bills. The conference call will provide YAC members with the opportunity to make recommendations for inclusion in the Campaign's 2001 Agenda. The Campaign for Healthy Children will be holding its agenda-setting meeting in October in New York City.

They learned about the law making process and role played giving testimony before a legislative committee. In March VTLSP was invited to give testimony before the House Transportation Committee on a bill which would extend the primary safety belt law from age 12 to age 18 and make other changes in the child passenger restraint law (H.142 see below Sarah Jackson talks to the committee about the importance of safety belt use for her peers and tells them of her crash. VTLSP National Rep, Dan Barnard tells the committee members of his observations of teen belt use in his community. Twinfield Union H.S. sophomore Krystian Peduzzi speaks eloquently about peer pressure as it relates to safety belt use. The committee members listen intently and ask lots of questions.
