Excerpt: Paraguay is a landlocked country in South America, bordering Brazil, Argentina and Bolivia. The Paraguay River (Spanish: Río Paraguay) divides the country into strikingly different eastern and western regions. Both the eastern region (officially called Eastern Paraguay, Paraguay Oriental, and known as the Paraneña region) and the western region (officially Western Paraguay, Paraguay Occidental, and known as the Chaco) gently slope toward and are drained into the Paraguay River, which separates and unifies the two regions. With the Paraneña region reaching southward and the Chaco extending to the north, Paraguay straddles the Tropic of Capricorn and experiences both subtropical and tropical climates. Paraguay is bounded by three substantially larger countries: Bolivia, Argentina, and Brazil. The northwestern boundary with Bolivia, extending through the low hills of the Chaco region, was set in 1938. The boundary between the Chaco and Brazil was defined in 1927; it continues from the confluence of the Apa River (Río Apa) and Paraguay River northward along the course of the Río Paraguay to the border with Bolivia. Wood's book is a very informative account of a little known episode in US and Paraguayan history. The exploration of the Water Witch was central in a set of events that followed: the opening of the river waterways, the end of the isolation of Paraguay and, as a consequence, its diminished safety, that led to its destruction in the 1865-1870 war. The limits of the book are its lack of context (Perry's expedition to Japan for instance, the US expedition against Paraguay in 1855, the consequences of the opening of the riverways), some imprecisions (the battle of Monte Caseros is placed some 500 km. from where it was fought) and the poor quality of the illustrations. ... "Entre varios papeles que dejó Azara en poder de su compañero y amigo, D. Pedro Cerviño, se hallaba el borrador autógrafo de su correspondencia inédita sobre los trabajos de demarcacion:—documento importante, que contiene la historia de las controversias suscitadas por los Comisarios portugueses, con varias observaciones sobre el tratado de 1777.

En él se señalan los errores de los negociadores; sobre todo el de hacer pasar la línea de demarcacion por dos rios (Ygurey y Corrientes), que, ò no existen, ò no se hallan donde ellos los habian colocado. Solo al cabo de muchas investigaciones pudo descubrirlos el autor de esta correspondencia, el primero en el Yaguarey, ó Igurey de d'Anville, y el segundo en el rio Appa.

Pero, por mas fundada que fuese esta opinion, no pasò de conjetura, y la aprobacion de los Altos Poderes Contratantes no bastò à darle el caràcter de un artículo adicional al tratado. No cesaron los comisarios portugueses de promover dudas y enredos, y lograron al fin el objeto que se habian propuesto, de dejar en suspenso la demarcacion.

Azara tuvo que luchar contra las mismas autoridades españolas, que, ó no comprendieron, ò tenian en menos sus representaciones. Esta indiferencia le pareció sospechosa, y acusò de cohecho al Gobernador del Paraguay. Sus relaciones oficiales con este funcionario tomaron desde luego un [Pg 3]carácter austero y hasta descomedido, que solo la conciencia de alguna culpa secreta pudo hacer tolerar en un inferior. Débil y circunspecto en las contestaciones, el Gobernador cifrò su venganza en los desaires, que despreciò Azara á pesar de su génio irritable. Solo al cabo de muchos años puso en los apuntes, que comunicó al Señor Walckenaer, para que no lo olvidase en su biografia, que, "preguntando un dia donde estaban las llaves del archivo, le fuè contestado, que se las habia llevado al campo un dependiente del Gobernador." Desde entonces ya no volvió à este lugar de su predileccion, y ¿quien puede calcular ahora la extension que hubiera dado á la parte histórica de su viage sin este incidente?......
