The abstract provided by the Pentagon follows: Dense non-aqueous phase liquids (DNAPLs) in the zone beneath the water table can be a virtually permanent source of groundwater contamination that cannot be remediated by currently available technologies. Cosolvent flushing is a new technology that has the potential to remediate these sites and could pose a solution to the problem of DNAPL source areas. A computer model was developed to determine the cost and time to remediate an aquifer using cosolvent flushing. Included in the model is a module to calculate the costs of recycling the alcohol that is used as the cosolvent. The model was validated using site conditions to a prior study. It was determined that recycling the cosolvent allows cosolvent flushing to be a cost effective alternative to surfactant flushing, another new technology being considered for DNAPL source remediation. Sensitivity analysis of the model was conducted by varying the saturation percentage of contaminant, percentage and type of alcohol used in the cosolvent mixture, site hydraulic conductivity, and the contaminant. Currently, however, the organization lacks an objective tool for assessing the impact of proposed operations on the health of the fleet, To improve this process, the Directorate has initiated the development of a Mobility Aircraft Availability Forecast (MAAF) simulation model designed to identify alternatives and associated impacts on aircraft availability, manpower, and cost. This research seeks to assist the MAAF development effort by identifying and demonstrating how different base support factors impact the availability of AMC aircraft. The abstract provided by the Pentagon follows: The Air Force realizes that the life cycle cost (LCC) associated with hazardous materials is a significant cost in the acquisition of major weapon systems. In trying to mitigate the growth of environmental LCC for future weapon systems, the Air Force has developed a tool called the Hazardous Material Cost Trade-off Analysis Tool (HAZMAT CTAT). The HAZMAT CTAT estimates the LCC for weapon system hazardous materials, so that intelligent decisions can be made in the early stages of the acquisition process. The problem with implementing this program into the acquisition process is that an independent computer model evaluation has never been conducted on the HAZMAT CTAT program. This thesis contains a rigorous computer model evaluation of the HAZMAT CTAT.
