The federal welfare reform legislation that became law in the summer of 1996 will return portions of the federal safety net to the states, highlighting the importance of sources of assistance for low-income individuals and families that are administered and funded at the state or local level. Among the most important of these is the group of programs known collectively as General Assistance (GA). GA encompasses a widely varying set of assistance programs that share two defining characteristics. They are funded and administered entirely by the state, county, and/or locality in which the particular program operates. And they provide benefits to low-income persons who are not eligible for federal assistance. As such they are the last resort for government assistance for many in need. This brief provides an overview of the nation's GA programs as they existed in the summer of 1996 with three purposes in mind: to gauge the extent to which persons no longer eligible for federally funded programs under the new legislation might be assisted through existing state and local programs; to provide a baseline against which to measure changes states may make to their GA programs in light of the new policy environment; and to trace how the GA landscape has already changed since the last comprehensive survey conducted in 1992.

For example, the Felix-Waihee/Cayetano class-action lawsuit, which involved the mental health services for students in Hawaii, has been in existence now for nearly a decade. With the support of the Office of Youth Services, State of Hawaii, the following is a report on the mental health status of adolescents at the Hawaii Youth Correctional Facility (HYCF). A total of 269 adolescent records were reviewed retrospectively for the time period of July 1, 1999 to June 31, 2000. The study was conducted by Dr. S. Peter Kim (Principal Investigator, Psychiatrist, Professor) and Dr. Earl S. Hishinuma (Co-Principal Investigator, Vice Chair-Research), Department of Psychiatry, University of Hawaii at Manoa, and their colleagues. Extractions: Office of the Prosecuting Attorney The Offices mission has continued to focus on the areas of Community Oriented Prosecution, Domestic and Family Violence, Violence Against Children, Juvenile Justice and Community Empowerment. The mission of the Community Oriented Prosecution is to improve the quality of life in Hawaii County by creating and fostering partnerships between the community and other agencies in order to reduce crime. Community Oriented Prosecution offers a major link between the police and judicial branch of government, giving citizens a better sense of community. It encourages cooperation between all people on the Big Island and fosters an atmosphere of community empowerment. One deputy is assigned as the Community Prosecution Coordinator who works closely with Community Police officers in educating and empowering communities to unify against crime. Edward Byrne Memorial State and Local Law Enforcement Assistance Grant funding was obtained to establish a Community Oriented Prosecution unit in our Kona office to provide expanded coverage for the entire island. Domestic and family violence is recognized to be a severe and increasing problem in the County of Hawaii. The Domestic Violence Unit, established within the Office in 1993, addresses expedited processing of domestic violence cases and coordinated efforts and information sharing between agencies.
