For NGOs attending the Commission and seeking changes to resolutions the process of lobbying and negotiating can be more effective if the initial approach is made to the lead delegation. This poem aptly illustrates one of the issues raised by Indigenous Peoples against the system of education that was imposed on them by colonial and neo-colonial powers. It is a biting indictment of an educational system that is perceived as unsuitable to their needs. Indeed, Indigenous Peoples in many parts of the world identify education as a crucial factor in the historical process of their marginalization. The process started at the onset of western colonization and was carried over by nation-states after decolonization. A Handmaiden of Assimilation In their attempt to consolidate colonial power, and later, nation-states, the ruling elite imposed a policy of assimilation nay westernization. This policy was implemented by missionaries and schools that they set up in Indigenous communities. This resulted in the virtual obliteration of most of the Indigenous Peoples way of life their cultural practices, traditions, arts, languages. Some elements of their culture, those that were deemed acceptable to the "moral" (i.e., western, Christian and patriarchal) standards of the colonizers and ruling elite, were integrated into the dominant national culture.

The Year's theme was "Indigenous Peoples: A New Partnership". From the start, Marie-Danielle Samuel, Mono Adventures (partnership with Luis Delgado Hurtado), was invited to join the NGO Committee. After the UN General Assembly voted in 1994 to continue the work of the International Year during a Decade, the Committee enlarged its mandate to become the NGO Committee on the UN International Decade of the World's Indigenous Peoples. Luis Delgado Hurtado and Marie-Danielle Samuel decided to participate fully in the work of the United Nations as the non-profit Yachay Wasi. Extractions: Regarding the Rights of Indigenous Peoples of the World Decade of Indigenous Peoples January 1995 marked the beginning of the United Nations' (UN) Decade of Indigenous Peoples. This act exemplifies the increased attention being given to indigenous peoples, their rights, and their concerns within our global community. However, this attention has not come easily. Many of the more than 300 million indigenous peoples in the world face social and economic disadvantages in the countries in which they live. Some of the world's worst violations of human rights have been and continue to be committed against indigenous peoples. They have struggled to retain their languages, civic structures, lands, and spiritual life. And, despite the tenacity of those struggles, many indigenous cultures have failed to survive. As Boutros Boutros-Ghali, former Secretary General of the UN has noted, "For centuries indigenous people have lived on the margins of national and international life." It is heartening that the voices of indigenous peoples are beginning to be heard in international forums. The Decade of Indigenous Peoples has grown out of years of efforts of these peoples to have their rights and aspirations recognized as a legitimate concern of all who value human rights. Ruby Dunstan, of the Nl'aka'pamux people of the Stein Valley in Alberta, Canada, who have been fighting to prevent the logging of their ancestral lands, has likewise remarked: "I never thought of the Stein Valley as a wilderness. My Dad used to say 'that's our pantry'. We knew about all the plants and animals, when to pick, when to hunt. We knew because we were taught every day. It's like we were pruning everyday... But some of the white environmentalists seemed to think if something was declared a wilderness, no-one was allowed inside because it was so fragile. So they have put a fence around it, or maybe around themselves."
